sidewalks, wharves, docks, and landings; sewers, drains, ditches, culverts, canals, streams, <br /> watercourscs and harbors; public buildings; the water works; parks, playgrounds, boulevards, <br /> cemeteries, squares and other public places and grounds belonging to the City or dedicated to <br /> public use; <br /> <br /> (b) manage and control any public markets, sewage disposal plants, and all public utilities of the <br /> City supported in part or in whole by taxation and shall enforce all the obligations of privately <br /> owned or operated public utilities enforceable.by the City; and <br /> <br /> (c) havecharge of the making and preservation of all surveys, maps, plans, drawings and <br /> estimates for any public work; the cleaning, sprinkling 'and lighting of streets and public places; <br /> <br /> the collection and disposal of waste; the preservation of contracts, papers, tools and appliances <br /> <br />- belonging to the City and pertaining to the functions of the Department. <br /> SECTION 2. PUBLIC IMPROVEMENTS. <br /> <br /> (A) Public improvements, works and repairs of all kinds, except those relating to Lakewood <br /> Hospital, shall be made by the Department of Public Works, either by direct employment.of <br /> labor' and the purchase of the necessary supplies and material, with separate accounting as to <br /> each improvement so made, or by contract. Council shall determine by which method any <br /> improvement shall be made. All such contracts shall be executed in the name of the City by the <br /> Director of Public Works only after approval by Council. <br /> <br /> (B) Ail such contracts entailing expenditures by the City in excess of a dollar amount as may be <br /> specified by ordinance shall be awarded to the lowest and best bidder after approval by Council <br /> and afmr competitive bidding, unless competitive bidding is determined by Council not to be <br /> <br />16 <br /> <br /> <br />
