payable in such nmuber of annual installments and at such times as the legislative authority <br />prescribes, provided that the number of annual installments of any assessment shall not exceed <br />the maximum maturity for which bonds may lawfully, be.issued in anticipation thereof. If no <br />period of such maximum maturity is specified then the period for which such assessments shall <br />be levied shall not be less than one (1) year, but may not exceed the estimated life of the <br />usefulness of the improvement as certified by the Director of Finance. <br /> <br />SECTION 4. NOTICES SERVED. <br /> <br />Upon the filing of such report the Director of Finance shall cause written notice to be served <br />upon the owner of each lot or parcel of land assessed, or upon the persons in whose name the <br />same maybe assessed for.taxation upon the tax duplicate, said notice to be served as is provided <br />for service of summons in civil actions; and as to all nonresidents and persons who cannot be <br />found, publication of such notice shall be as prescribed in Article III, Section 12. Said notice <br />shall contain a statement of the character of the proposed improvement, the fact that the <br />assessment report has been filed with Council, the rate of such assessments, the number of <br />installments, and shall set a time and place when complaints and claims will be heard before the <br />Board of Revision of Assessments. <br /> <br />SECTION 5. PLANS OF PROPOSED IMPROVEMENTs.. <br /> <br />At the time of the passage of the resolution hereinbefore provided there shall be on file in the <br />office of the Director of Public Works, plans, specifications, estimates and profiles of the <br />proposed improvement showing the proposed grade of the street and improvement after <br />completion, with reference to the property abutting thereon, which plans, specifications, <br />estimates and profiles shall be open to the inspection of all persons interested. <br /> <br /> 40 <br /> <br /> <br />
