SECTION 9. LOCATION OF OFFICE; FULL-TIME POSITION. <br /> <br />The Mayor's office shall be located at City Hall The Mayor is to serve the City on a full-time <br />basis. While the Mayor shall devote his or her primary time and attention to the business of the <br />City, holding the office of the Mayor does not necessarily preclude limited outside employment, <br />provided that such outside employment does not conflict or interfere with carrying out the duties <br />assigned by this Charter or general law, or otherwise violate any provision of this Charter or <br />general law. <br /> <br />SECTION 10. RIGHT OF MAYOR AND DIRECTORS IN COUNCIL. <br /> <br />The Mayor and the directors of all departments established by this Charter, or that may be <br />established by ordinance, shall be entitled to participate, as provided herein, in meetings of <br />Council. The Mayor shall be entitled to introduce ordinances and resolutions and shall be <br />entitled to take part in the discussion of all matters coming before Council. The directors of <br />departments shall be entitled to take part in all discussions in Council relating to their respective <br />departments. <br /> <br /> ARTICLE III. TIlE COUNCIL <br /> <br />SECTION 1. MEMBERSHIP, ELECTION AND TERM. <br /> <br />The legislative powers of the City, except as limited by this Charter, shall be vested in a Council <br />consisting of seven (7) members, one (1) of whom shall be a resident of and elected from each of <br />the four (4) wards in the City and three (3) of whom shall be elected at large. All members of <br />Council shall serve for a term of four (4) years commencing on January 1 of the year following <br />the date oft he member's election. <br /> <br /> <br />
