FISCAL OFFICER'S CERTIFICATE $100,000 2000 NARAGANSETT AVENUE AND NIAGARA DRIVE BOND ANTICIPATION NOTES - PROPERTY OWNERS' PORTION - 2000B RENEWAL Lakewood, Ohio October 2, 2000 TO THE COUNCIL OF THE CITY OF LAKEWOOD, OHIO: The undersigned, Fiscal Officer of the City of Lakewood, Ohio (the "City"), as defined by Revised Code Section 133.01, and in the ordinance authorizing the bonds and notes in anticipation thereof hereinafter referred to, hereby certifies in connection with your proposed issue of bonds and notes in anticipation thereof in the principal amount of $100,000 for the purpose of paying the property owners' portion, in anticipation of the levy and collection of special assessments, of the cost of improving Naragansett Avenue from Riverside Drive to Niagara Drive and Niagara Drive from Riverside Drive to Lakewood Heights Boulevard by reconstruction and replacement of the base and resurfacing with reinforced concrete, including the necessary installation and replacement of curbs, aprons and sidewalks, together with all necessary appurtenances thereto, and tree lawn restoration as follows: least five (5) years. That the estimated life of such improvement is hereby certified to be at 2. That the maximum maturity of the bonds authorized to be issued for such improvements, calculated in accordance with Section 133.20, Ohio Revised Code, is twenty (20) years, but because special assessments will be payable over a period of five (5) years, 'and the bonds are to be issued in the anticipation of the issuance of the collection of those special assessments, the maximum maturity of the bonds is five (5) years. 3. That the maximum maturity of notes issued in anticipation of said bonds is the last day of the fifth year following the year in which the original notes were issued for the improvement, to wit, December 31, 2005.
