That further all existing encumbrances in all funds of the City of <br />Lakewood shall be carded forward. <br /> <br /> Section 8. That the Director of Finance be and he is hereby authorized to <br />draw checks upon the City depositories for the amounts appropriated in this ordinance <br />whenever claims are presented, properly approved by the head of the department for <br />which the indebtedness is Incurred. <br /> <br /> Section 9. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open <br />meeting of this Coundl and of any of its committees, that resulted in such formal <br />actions, were In meetings open to the public in compliance with all legal requirements. <br /> <br /> Section 10.
