Northeast Ohio Public Energy Council <br /> <br /> (2) inform consumers of their right to opt-out of the Aggregation Program and return to <br /> Standard Offer service, or service with another supplier without penalty every two years; <br /> (3) prominently state all charges to be made (including any exit fees, charges for the <br /> services of the local distribution company and any other charges set forth in OAC 4901:1- <br /> 21-05) and provide a comparison of the price and primary terms of NO?EC's selected <br /> Supplier Contract compared to the price and terms of the local distribution company <br /> Standard Offer; and <br /> (4) provide a consumer-friendly form to cheek off, sign, and return to indicate a decision <br /> to opt-out of the Aggregation Program. <br /> Consumers who do not return the opt-out form shall be automatically included in the <br />Aggregation Program. <br /> <br />2.4.2 Activation of Customer Service in a Member Community <br /> The process of activation is 'a~ administrative function with four parts: 1) D~ta <br />preparation: On an electronic list consistent with Electronic Data Interface protocols, First <br />Energy will identify all eligible customers in the member community by eliminating those <br />customers who have already selected a competitive supplier or are on non-shoppable rates; 2) <br />Data verification: To the extent needed, if not inherent in data preparation, First Energy shall <br />check customer meter numbers and other codes to verify proper eligible customer identification; <br />3) List Adjustment: Following the opt-out process, the selected. Supplier(s) shall remove all <br />customers who choose to opt-out fi:om the electronic customer list. 4) Automatic Enrollment: <br />The revised electronic customer list shall be transmitted back to First Energy for customer <br />transfer to the selected Supplier(s). <br /> Eligible customers on all billing cycles will be enrolled with the selected Supplier(s) <br /> consistent with the beginning of a new billing cycle. Service under the selected Supplier(s) shall <br /> begin at the start of the billing period following transfer. Service starts that do not match the <br /> billing cycle may be requested by a consumer, but may incur additional charges fi:om the local <br /> distribution company. <br /> <br />2.4.3 New Individual Customers <br /> <br /> Eligible customers who relocate to a NOPEC member community shall be included in the <br />Aggregation Program, subject to their opportunity to opt-out. New customers shall be informed <br />of this opt-out opportunity by First Energy when they sign-up for new service. First Energy shall <br />notify the selected Supplier(s) of the new request for service, and the seIected Supplier(s) shall <br />provide standard opt-out notification materials to the new customer. <br /> <br /> <br />
