8.04 To the ,extent practicable, local Union official stewards shall remain in their divisions and on their <br />respective shifts during their term of office, and any scheduled divisional or shi~t tmsfers will first be <br />discussed with the Union provided that: <br /> <br />This section shall not restrict in any. way the fight of the City to discharge or suspend those <br />employees for just and proper came. <br /> <br />This section shall not be construed to give those employees greater seniority for purposes of <br />promotion, layoff, or recall except as provided in Section 8.07. <br /> <br />8.05 A steward having au individual grievance in connection with their own work may ask for the <br />Chief Steward to assist in adjusting the grievance with their supervisor. <br /> <br />8.06 The Local Union President or designee, shall be allowed to carry out the functions of their office <br />not more than eight (8) hours per week, provided that such officer gives at least twenty four (24) hours <br />notice of use of such ~-ne to their supervisor or to the supervisor's office unless emergency situations <br />arise which demand immediate attention. <br /> <br />8.07 When there is a reduction in force, the Local Union officers, the Chief Steward and division ' <br />stewards shall be retained at work regardless of their seniority. If their jobs are not operating, they will be <br />placed on other jobs that are operating in their respective work areas, provided they are qualified to <br />perform the available work. <br /> <br />8.08 The City shall provide the Union President with a copy of any new policy letters or work rules <br />effecting bargaining unit members at least twenty, four (24) hours before, the notice is given to the <br />membership. <br /> <br />8.09 Union officials shall complete a Union Representative Time Form and submit it to their Unit <br />Manager for approval prior to commencing a Union activity. <br /> <br />ARTICLE 9 <br /> <br />D~C~LINE <br /> <br />9.01 In the event that .an employee has been recommended for suspension or discharge, prior'to any <br />action being taken on such a recommendation, a pre-disciplinary conference will be scheduled to afford <br />the employee au opportunity to offer au explanation of the alleged conduct. The City shall notify the <br />employee and his steward or the Union President (in the event of possible termination) of the date aud <br />time of the conference and, upon request, the employee shall be permitted to privately discuss their <br />suspension 'or discharge with the steward or the Union President in au area made available by 'the City. <br />An employee who is suspended or discharged shall be mailed a written notice within forty eight (48) <br />hours, stating the reasons for whatever disciplinary action.has been taken. Notices of suspension and <br />discharge may be hand-delivered on City premises with a copy being sent to the Union. A copy of said <br />notice shall also be provided to the employee's Local Union steward within forty eight (48) hours. All <br />disciplinary action may be appealed, by the employee through the grievance procedures outlined herein. <br /> <br />9.02 Discipline will. be imposed within thirty (30) days of the event causing the. discipline, or within <br />'thirty (30) days of when the supervisor knew or should have known of the event, or within thirty (30) <br /> <br />5 <br /> <br /> <br />
