General LiabiliW Self-Znsurance Section 2. That further ali existing encumbrances in all funds of the City of Lakewood shall be carried forward. Section 3. That the Director of Rnance be and is hereby authorized to draw checks upon the City depository~s for the amounts appropriated in this ordinance whenever claims are presented, properly approved by the head of the department for which the indebtedness is incurred. Section 4. That this ordinance is hereby declared to be an emergency m aasure necessary to provide for the usual daily operation of the City for the reasons set forth and defined in the preamble to this ordinance, and provided it receives the affirmative vote of at least five of its members elected to Councit, this ordinance shall take effect, and ~3e in force immediately upon its adoption by the Council and approval by the Mayor; otherwise, it shall take effect and be tn force after the earliest period allowed by law. Section 5. [t is found and determined that all formal actions of this Coundl concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council and of any of its committees, that resulted in such formal actions, were in meetings open to the public in comptiance with alt legal requirements~ Approved: Oer~ Mayor
