PLACED ON 1ST READING & REFERRED TO <br />THE COMMITTEE OF THE WHOLE 4/1/02. <br />PLACED ON 2ND READING 4/15/02. <br /> <br />ORDINANCE NO: <br /> <br />102-02 <br /> <br />BY: Corrigan, Dunn, George, Roth, <br /> Seelie, Skindell. <br /> <br /> AN EMERGENCY ORDINANCE authorizing the Mayor or her designee to enter into a <br />contract, in an amount not to exceed Fifteen Thousand Dollars ($15,000.00), with Hull & <br />Associates, Inc. for the purposes of a Phase II Environmental Assessment of the Koepke properties <br />located at 11901-11 and 12187 Detroit Avenue (PP's 315-13-013 and 315-10-001, 002) Lakewood, <br />Ohio. <br /> <br /> WHEREAS, the Koepke properties located at 11901-11 and 12187 Detroit Avenue (PP's 315- <br />13-013 and 315-10-001, 002) LakewoOd, Ohio have been on the market for four (4) years; and <br /> <br /> WHEREAS, a Phase I Environmental Assessment of the property has been completed by the <br />property owner and concluded that a Phase II Environmental Assessment is necessary; and <br /> <br /> WHEREAS, pre-development activities including environmental assessments are eligible <br />activities for funding through the EDF; and <br /> <br /> WHEREAS, it was determined that certain environmental conditions required remediation <br />prior to the sa le of said property to a subsequent purchaser; and <br /> <br /> WHEREAS, it is in the public interest to see that this property be returned to an <br />economica Ily viable and tax generating use; and <br /> <br /> WHEREAS, as an authorized use of the City of LakeWood's entitlement allocation of federal <br />Community Development Block Grant dollars, the Economic Development Fund (EDF) was <br />established and approved by Lakewood City Council on December 2, 1996. The intent of the EDF <br />is to promote business investment and redevelopment in identified area of Lakewood for the <br />purpose of supporting Lakewood's competitiveness and attractiveness as a location for new <br />businesses and the expansion of existing businesses; and <br /> <br /> WHEREAS, the BIP was established and approved by Lakewood City Council on 3une 2, <br />1997 as a meansfor implementing the EDF in order to provide needed and appropriate assistance <br />and support to companies investing in Lakewood that would foster redevelopment efforts to <br />increase jobs, generate new tax revenue and provide for physical improvements in Lakewood; and <br /> <br /> WHEREAS, this Council by a vote of at least five (5) members elected thereto determines <br />that this ordinance is an emergency measure, and that this ordinance shall take effect at the <br />earliest date possible as set forth in ARTICLE III, SECTIONS 10 and 13 of the SECOND AMENDED <br />CHARTER OF TH E CITY OF LAKEWOOD, to provide for the immediate preservation of the public <br />property, health and safety, and to provide for the timely redevelopment of this important <br />commercial property, NOW, THEREFORE, <br /> <br />BE 1-1' ORDAZNED BY THE cri'Y OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. The Council of the City of Lakewood hereby authorizes the Mayor or her <br />designee to enter into a contract, in an amount not to exceed Fifteen Thousand Dollars <br />($15,000.00), With Hull & Associates, Inc. for the purposes of a Phase II Environmental <br />Assessment of the Koepke properties located at 11901-11 and 12187 Detroit Avenue (PP's 315-13- <br />013 and 315-10-001, 002) Lakewood, Ohio. <br /> <br /> Section 2. The Council of the City of Lakewood hereby determines that entering into an <br />agreement with Hull & Associates, Inc. in the preparation of a Phase II environmental assessment <br />of the Koepke properties located at 11901-11 and 12187 Detroit Avenue (PP's 315-13-013 and <br />315-10-001,002) Lakewood, Ohio are inthe best interest of the public health, safety, and welfare <br />of the City of Lakewood and will further the goal of returning the properties to an economically <br />viable and tax generating use. <br /> <br />Page I of 2 <br /> <br /> <br />
