Section 7. That this Ordinance is hereby declared to be an emergency measure for the <br />reasons stated in the preamble hereof, and provided it receives the aflqrmative vote of at least five (5) <br />of its members elected to Council, this Ordinance shall take effect and be in force immediately upon its <br />adoption by the Council and approval by the Mayor; otherwise, 'it shall take effect and be in force after <br />the earliest period allowed by law. <br /> <br /> Section 8. Ordinance 48-01, adopted November 5, 2001, and all other ordinances or parts <br />of ordinances inconsistent herewith shall be and the same are hereby repealed at such time. <br /> <br />^pproved: 2.
