Please substitute for Ordinance 110-02 <br />(Placed on 1~ reading and referred to the <br />Committee of the Whole on 5-6-02, <br />Placed on 2nd reading on 5-20-02 and <br />referred to the Citizens Advisory Committee on 6-3-020 <br /> <br />ORDINANCE NO: 110-02 <br /> <br />BY: COrrSgam, Duma, FitzGerald, George, <br /> Rb[h~' Seelie, Skindell. <br /> <br /> AN EMERGENCY ORDINANCE authorizing the Mayor or her designee to enter into an <br />agreement with the North Union Farmers Narket to provide Five Thousand Dollars ($5,000.00) from <br />the City of Lakewood's Fiscal Year 2002 Community Development Block Grant (CDBG)funds for <br />purposes of working capital to oversee and administer the farmers market in the City of Lakewood <br />during the 2002 season. <br /> <br /> WHEREAS, a successful Farmers Market has been in existence in the City of Lakewood since <br />1999; and <br /> <br /> WHEREAS, the North Union Farmers Market is a community-based nonprofit organization with <br />the mission to provide the community with access to locally-grown produce, while supporting family <br />farms and small businesses; and <br /> <br /> WHEREAS, the North Union Farmers Market enhances the community by teaching consumers <br />about the taste and health benefits of eating fresh, locally grown, seasonal produce, improving the <br />economy by creating vibrant community spaces, and enhancing our environment by enabling <br />sustainable farms to sell directly to consumers; and <br /> <br /> WHEREAS, the North Union Farmers Market has requested financial assistance from the City of <br />Lakewood in the amount of Five Thousand Dollars ($5,000.00) to continue its operation in Lakewood <br />during the 2002 season; and <br /> <br /> WHEREAS, the City of Lakewood has sufficient funds available in the Fiscal Year 2002 <br />Community Development Block Grant (CDBG) fund to provide the requested assistance in the amount <br />of Five Thousand Dollars ($5,000.00); and <br /> <br /> WHEREAS, the Citizens Advisory Committee convened on .lune 12, 2002 and, reviewed, and <br />recommended approval of the expenditure of Rve Thousand Dollars ($5,000.00) from the City of <br />Lakewood's Fiscal Year 2002 Community Development Block Grant (CDBG) funds for the North Union <br />Farmers Market; and <br /> <br /> WHEREAS, this Council by a vote of at least five (5) members ele~ed thereto determines that <br />this ordinance is an emergency measure, and that this Ordinance shall take effect at the earliest date <br />possible as set forth in ARTICLE III, SECTIONS 10 and I3 of the SECOND AMENDED CHARTER OF <br />THE CITY OF LAKEWOOD, and that immediate action is necessary to provide for the preservation of <br />the public health, safety and welfare and to provide for the continuation of a Farmers Market to <br />operate within the City of Lakewood. NOW, THEREFORE, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That Coundl of the City of Lakewood hereby authorizes the Mayor or her <br />designee to enter into an agreement with the North Union Farmers Market to provide Five Thousand <br />Dollars ($5,000.00) from the City of Lakewood's Fiscal Year 2002 Community Development Block <br />Grant (CDBG) funds for purposes of working capital to oversee and administer the farmers market in <br />the City of Lakewood during the 2002 season. <br /> <br /> <br />
