ORDINANCE NO. ~21-o2 <br /> <br /> ~y: Corrigan, Dunn, FitzGerald, <br />George,'Roth, Seelie, Skindell. <br /> <br /> AN EMERGENCY ORDINANCE authorizing the Mayor, as the Director of Public <br />Safety, to enter into a contract with the lowest and best bidder for two Police Canines <br />and training In accordance with the Administrative Code of the City of Lakewood. <br /> <br /> WHEREAS, the Divislon of Police has received a grant award in the amount of <br />$23,366 approved-for starting a Police Canine Program in the City of Lakewood; and <br /> <br /> WHEREAS, said grant is enough to provide for the training and equipment <br />necessary to start the Program with two canine teams; and <br /> <br /> WHEREAS, this program will allow the City of Lakewood to save money in the <br />long term as other communities have begun to bill for the use of their canine teams; <br />and <br /> <br /> WHEREAS, this Coundl by a vote of at least five (5) members elected thereto <br />determines that this ordinance is an emergency measure, and thatthis ordinance shall <br />take effect at the earliest date possible as set forth in ARTIClE TT~, SECTONS :[0 and <br />13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that It is <br />necessary for the immediate preservation of the public property, health and safety, and <br />to provide for the usual daily operation of munidpal departments in that It Is necessary <br />In order to start the Division of Police Canine Program in a timely manner. Now <br />therefore, <br /> <br />BE TI' ORDAINED BY THE CTI'Y OF LAKEWOOD, STATE OF OHIO <br /> <br /> Section 1. That the Mayor, as the Director of Public Safety is hereby authorized <br />an directed to advertise for bids and enter into a contract with the lowest and best <br />bidder In accordance with the Admini=b=tive Code of the City of Lakewood for the <br />following, contract not to exceed the specified amount Shown, eXcept as hereinafter <br />provided: <br /> <br />Two Police Canines and Training .................... $ 30,000 <br /> <br /> Section 2. That the Mayor as the Director of Public Safety is hereby authorized <br />and directed to enter into a contract as set forth abOve in the amount not. to exceed the <br />spedfled amount .without further action from Coundl; and to enter into a contract in <br />excess of specified amounts only upon consent of Coundl evidenced by adoption of a <br />resolution specifying the authorized amount. <br /> <br /> Section 3. It is found and determined that all formal actions of this Coundl <br />concerning and relating to the passage of this ordinance were adopted in an open <br />meeting of this Council, and that all such deliberation of the Coundl and of any of rcs <br />committees that resulted In such formal action were In meetings open to the public in <br />compliance with all legal requirements. <br /> <br /> Section 4. That this ordinance is hereby dedared to be an emergency <br />measure necessary for the Immediate preservation of the public peace, property, <br />health, safety and welfare in the City and for the usual daily operation of the City for <br />the reasons set forth and defined in the preamble to this ordinance, and provided it <br />receives the affirmative vote of at least five (5) of its members elected to Coundl, this <br /> <br /> <br />
