ORDINANCE NO. 6o-o~ FitzGerald, G~orge, Roth, Seelie. AN EMERGENCY ORDINANCE establishing the Family Child Day Care Home Project Fund special revenue fund for the deposit of revenue and payment of expenses assodated with the program. WHEREAS, the City of Lakewood has been awarded a grant from the Ohio Department of Education funded through the United States Food and Drug Administration for the reimbursement of the cost of meals to home day care providers to the children of eligible families; and WHEREAS, a special revenue fund will permit the City to properly track federal revenue and expenditures relating to this program; and WHEREAS, this Coundl by a vote of at least five (5) membem elected thereto determines that this ordinance is an emergency measure, and that this ordinance shall take effect at the earliest date possible as set forth in ARTiCLE III, SECTONS 10 and 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of municipal departments in that the contract for the current program year begins October 1, 2003. Now Therefore, BI: IT ORDAINED BY THE CIIY OF LAKEWOOD, STATE OF OHIO Section 1. That new section 129.51 Family Child Day Care Program Fund rs hereby established to read as follows: All revenues derived from the Family Child Day Care Program through the Ohio Department of Education and the United States Food and Drug Administration shall be kept and maintained in a separate fund hereby designated the Family Child Day Care Program Fund. All expenditures for program activities meeting the criteria of the grant shall be paid from this fund. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Ordinance were adopted in an open meeting of this Coundl, and that all such deliberation of the Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. Section 3. That this ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the publ!c peace, property, health, safety and welfare in the City and for the usual daily operation of the Qty for the reasons set forth and defined in the preamble to this ordinance, and provided it receives the affirmative vote of at least five (5) of its members elected to Council, this ordinance shall take effect and be in force immediately upon its adoption by the Coundl
