Seelie. <br /> <br />AN EMERGENCY ORDINANCE authorizing the Mayor (Director of Public Safety), the Director of <br />Public Works, the Director of Law, the Director of Finance, and/or the Procurement Officer to enter into <br />contracts for professional services as authorized by the Administrative Code of the City of Lakewood <br />with the lowest and best bidder or bidders or as otherwise provided by law not to exceed the specified <br />amounts shown without separate resolution of Council <br /> <br />WHEREAS, this Council by a vote of at least five (5) members elected thereto determines that this <br />ordinance is an emergency measure, and that this ordinance shaH take effect at the earliest date possible <br />as set forth in ARTICLE ill, SECTIONS 10 and 13 of the SECOND AMMENDED CHARTER OF THE <br />CITY OF LAKEWOOD, and that it is necessary to provide for the usual daily operation of municipal <br />departments in that delay could impair the City's ability to provide necessary services in a timely manner, <br />now, therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STAlE OF OIDO <br /> <br />Section 1 That the Mayor (Director of Public Safety). the Director of PubIic Works, the <br />Director of Law, the Director of Finance, and/or the Procurement Officer be and are hereby authorized <br />and directed to enter into a contract or contracts for professional services with the lowest and best bidder <br />or bidders in accordance with the Administrative Code of the City of Lakewood or as otherwise provided <br />by law, as follows: <br /> <br />Cogeneration Study .. <br /> <br />.. .$50,000 <br /> <br />Section 2, That the Mayor (Diryctor of Public Safety), the Director ofPubIic Works, the <br />Director of Law. the Director of Finance, and/or the Procurement Officer is hereby authorized and <br />directed to enter into contracts as set forth above in amounts not to exceed the specified amounts without <br />further action from Council; and to enter into contracts in excess of specified amounts only upon consent <br />of Council evidenced by adoption of a resolution specifying the authorized amount <br /> <br />Section 3~ It is found and detennined that all fonnal actions of this Council concerning and <br />relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all <br />such deliberations of this Council and of any of its committees that resulted in such fonnal action were in <br />meetin~s open to the public in compliance with all legal requirements <br /> <br />Section 4.
