AN EMERGENCY ORDINANCE authorizing and directing the Director of Public Works to engage architectural and/or engineering firms to provide professional services in the design and preparation of specifications and contract administration and to advertise for bids and enter into a contract with the lowest and best bidder for Infrastructure Improvements in accordance with the Administrative Code of the City of Lakewood, contracts not to exceed the specified amounts shown without separate resolution of Council. WHEREAS, Clifton Boulevard is scheduled for resurfacing in 2006; and WHEREAS, through the Northeast Ohio Areawide Coordinating Agency (NOACA), the Ohio Department of Transportation (ODOT) and Federai Highway Administration reimbursement dollars may be available for enhancements including but not limited to landscape and beautification, historical enhancement, scenic and historic highwáy programs, and bicycle path and walkway enhancement; and WHEREAS, the proposed Clifton Boulevard project after review may qualify for reimbursement dollars through this program; and WHEREAS, the City wishes to pursue any and all federai aid to assist in accomplishing the enhancements including but not limited to landscape and beautification, historical enhancement, scenic and historic highway programs, and bicycle path and walkway enhancement; and WHEREAS, as part of the application process for these dollars, the City must provide a conceptual design plan for Clifton Boulevard; and WHEREAS, the City understands that it is obligated to be financially responsible for the nonfederal matching share of any approved project; and WHEREAS, the City will work cooperatively with NOACA and all other affected agencies; and WHEREAS, this Council by a vote of at least five (5) members elected thereto determines that this ordinance is an emergency measure, and that this ordinance shall take effect at the earliest date possible as set forth in ARTICLE III, SECTIONS 10 and 13 of the SECOND AMMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary to provide for the usual daily operation of municipal departments in that conceptual design of Clifton Boulevard should be completed as soon as possibie to permit the City of Lakewood to apply for and potentially obtain federal reimbursement dollars for improvements.
