Dever~ Dunn~ FitzGerald. <br />Madigan, Seelie. <br /> <br />AN EMERGENCY ORDINANCE authorizing and directing the Director of <br />Public Works to engage architectural and/or engineering firms to provide professional <br />services in the design and preparation of specifications and contract administration and <br />to advertise for bids and enter into a contract with the lowest and best bidder for <br />Infrastructure Improvements in accordance with the Administrative Code of the <br />City of Lakewood, contracts not to exceed the specified amounts shown without <br />separate resolution of Council. <br /> <br />WHEREAS, Clifton Boulevard is scheduled for resurfacing in 2006; and <br /> <br />WHEREAS, through the Northeast Ohio Areawide Coordinating Agency <br />(NOACA), the Ohio Department of Transportation (ODOT) and Federai Highway <br />Administration reimbursement dollars may be available for enhancements including but <br />not limited to landscape and beautification, historical enhancement, scenic and historic <br />highwáy programs, and bicycle path and walkway enhancement; and <br /> <br />WHEREAS, the proposed Clifton Boulevard project after review may <br />qualify for reimbursement dollars through this program; and <br /> <br />WHEREAS, the City wishes to pursue any and all federai aid to assist in <br />accomplishing the enhancements including but not limited to landscape and <br />beautification, historical enhancement, scenic and historic highway programs, and <br />bicycle path and walkway enhancement; and <br /> <br />WHEREAS, as part of the application process for these dollars, the City <br />must provide a conceptual design plan for Clifton Boulevard; and <br /> <br />WHEREAS, the City understands that it is obligated to be financially <br />responsible for the nonfederal matching share of any approved project; and <br /> <br />WHEREAS, the City will work cooperatively with NOACA and all other <br />affected agencies; and <br /> <br />WHEREAS, this Council by a vote of at least five (5) members elected <br />thereto determines that this ordinance is an emergency measure, and that this <br />ordinance shall take effect at the earliest date possible as set forth in ARTICLE III, <br />SECTIONS 10 and 13 of the SECOND AMMENDED CHARTER OF THE CITY OF <br />LAKEWOOD, and that it is necessary to provide for the usual daily operation of <br />municipal departments in that conceptual design of Clifton Boulevard should be <br />completed as soon as possibie to permit the City of Lakewood to apply for and <br />potentially obtain federal reimbursement dollars for improvements.
