Seelie <br /> <br />AN EMERGENCY ORDINANCE authorizing the M11yor, or his desig'nee, on behalf <br />of the City of Lakewood, Department of Human Services to enter into an agreement <br />with the Heights Parent Center 11nd the Shaker F11miJy Center creating The Greater <br />Cleveland F11mily Support Consortium for the purpose of promoting 11nd coordinating <br />f11mily support initi11tives that strengthen families and build communities. <br /> <br />WHEREAS, in 2003( this Council passed a resolution authorizing the Director of <br />Human Services, onbeh11lf of the City, to enter into 11n Agreement with the Heights <br />Parent Center and the Shaker Family Center for the 11dministr11tion of a joint gr11nt <br />aW11rded for the formation of 11 str11tegic 11l1iance between these entities; and <br /> <br />WHEREAS, these entities h11ve worked collaboratively on the development of 11 <br />str11tegic alli11nce th11t will take the form of consortium initi11l1y composed of the three <br />coll11borating 11gencies; 11nd <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> <br />I <br />~ <br />f <br />! <br />f <br /> <br />WHEREAS, Council authoriz11tion is necessary for the City of L11kewood, <br />Dep11rtment of Human Services to enter into 11 Memo of Agreement in order to define <br />policies and proCedures for the consortium with Heights P11rent Center and the Shaker <br />Family Center and all other organization that may become part of this consortium; and <br /> <br />WHEREAS, this Council by a vote of at least five (5) members elected thereto <br />determines that this ordinance is an emergency measure, and that this ordinance shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SECfONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that It is <br />necessary for the immediate preservation of the public property, health and safety, and <br />to provide for the usual daily operation of muniCipal departments in that timely grant <br />application submissions require expeditious pass11ge of this agreement. Now Therefore, <br /> <br />Section 1. That the Mayor, or his designee, on behalf of the City of <br />Lakewood, Department of Human Services to enter into an agreement with the <br />Heights Parent Center and the Shaker Family Center creating The Greater <br />CleveJand Family SLJpport Consortium for the purpose of promoting and <br />coordinating family support initiatives that strengthen families and build <br />communities. <br /> <br /> <br />Section 2. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open <br />meeting of this Council, and that all such deliberations of this Council and of any of its <br />committees that resulted in such formal action were in meetings open to the public in <br />compliance with all legal requirements. <br /> <br />Section 3. That this ordinance is hereby declared to be an emergency <br />measure necessary for the immediate preservation of the pubiic peace, property, <br />health, safety and weJfare in the City and for the usuaJ daily operation of the City for <br />the reasons set forth and defined in the preamble to this ordinance, and provided it <br />receives the affirmative vote of at least five (5) of its members elected to Council, this <br />ordinance shall take effect and be in force immediately upon its adoption by the Council <br /> <br />.)( <br />
