That con~raets for supplies, services and equipment in excess of <br />$7,500 and for professional services ia excess of $5,000 shall not be awarded <br />except as approved herein or further approved by Resolution of Council. <br /> <br />Section 3. It is found and determined that all formal actions of tins Council <br />concerning and relating to the passage of this ordinance were adopted in an open meeting <br />of this Council, and that all such deliberations oi this Council and of any of its <br />committees that resulted in such formal action were in meetings open to the public in <br />compliance with all legal requirements. <br /> <br /> Section 4.
