ORDINANCE NO. i18~-05 <br /> <br />BY;'gB~tl~T, De~ro~ Deyer~ Dunn, <br />FitzG~ral~ Madigan, Se~lie. <br /> <br /> AN EMERGENCY ORDINANCE authorizing the Mayor, as the Director of Public <br />Safety, to enter into a contract with the lowest and best bidder for MultF <br />Agency Radio Communications System (MARC.S) enhanced radio equipment and <br />services in accordance with the Administrative Code of the City of Lakewood. <br /> <br /> WHEREAS, the Division of Fire has received a grant award in the amount of <br />$75,000 approved for the purchase of MARCS enhanced radio equipment for the City <br />of Lakewood; and <br /> <br /> WHEREAS, this Council by a vote of at least five (5-) members elected thereto <br />determines that this ordinance is an emergency measure, and that this ordinance shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE Q-FY OF LAKEWOOD, and that it is <br />necessary for the immediate preservation of the public property, health and safety, and <br />to provide for the usual daily operation of municipal departments in that this system <br />should be in place at the earliest date possible. Now therefore, <br /> <br />BE IT ORDAiNED BYTHE CITY OF LAKEWOOD, STATE OF OHIO <br /> <br /> Section 1. That the Mayor, as the Director of Public Safety is hereby authorized <br />an directed to advertise for bids and enter into a contract with the lowest and best <br />bidder in accordance with the Administrative Code of the City of Lakewood for the <br />following, contract not to exceed the spedfied amOUnt shown, except as hereinafter <br />provided: <br /> <br />MARCS enhanced radio equipment .................... $ 75,000 <br /> <br /> Section 2. That the Mayor as the Director of Public Safety is hereby authorized <br />and directed to enter into a contract as set forth ab6ve in the amount not to exceed the <br />specified amount without further action from Council or purchase through State <br />Purchasing; and to enter into a contract in excess of specified amounts only upon <br />consent of Council evidenced by adoption of a resolution specifying the authorized <br />amount. <br /> <br /> Section 3. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open <br />meeting of this Council, and that all such deliberation of the Council and of any of its <br />committees that resulted in such formal action were in meetings open to the public in <br />compliance with all legal requirements. <br /> <br /> Section 4, That this ordinance is hereby declared to be an emergency <br />measure necessary for the immediate preservation of the public peace, property, <br />health, safety and welfare in the City and for the usual daily operation of the City for <br />the reasons set forth and defined in the preamble to this ordinance, and provided it <br />receives the affirmative vote of at least five (5) of its m~mbers elected to Council, this <br /> <br /> <br />
