DevEr~> <br />Dunn, FitzGerald, Màiigan', séèÎ1Er:"" ;~:;«:'~ <br /> <br />AN ORDINANCE creating the Department of Human Resources and position of <br />Director of Human Resources. <br /> <br />WHEREAS, Council is authorized by Article IV, Section 1 of the Second Amended <br />Charter of the City of Lakewood to create departments of the City as the public service <br />may require; and <br /> <br />WHEREAS, the demands upon the City and its Administration to successfully <br />manage and lead the City's employees have increased both in volume and <br />sophistication, including: mandated City-wide programs for workers' compensation, <br />public employment retirement, and workplace environment and safety; labor <br />negotiations and labor contract administration with multiple unions organized under <br />OhiO's public employee collective bargaining law; and increasingly difficult efforts to <br />control the cost of hospitalization, employee assistance, and related employment <br />benefits; and <br /> <br />WHEREAS, the expectation of Lakewood taxpayers to have their elected officials <br />be accountable for efficient, responsive, and cost-effective management of the City's <br />employees, and the recent recognition of a new administrative employees unit of <br />American Federation of State, County, and Municipal Employees Union, accentuate the <br />need for direct responsibiiity for the management of employment issues under an <br />executive head, who shouid be appointed with the approval of Council; anC'J <br /> <br />WHEREAS, the economic and fiscal pressures upon municipal government have <br />made improving the efficiency and productivity of current municipal employees through <br />increased training and better use of technology, rather than expanding the size of the <br />workforce, an immensely important priority for both the Council and the Administration; <br /> <br />WHEREAS, the creation of the Department of Human Resources with a Director <br />of Human Resources will facilitate the formalization of methods and practicès for <br />training City Employees to improve productivity and efficiency and maximize the <br />advantages of new technology; Now, therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br />Section 1. That the Department of Human Resources is hereby established. <br /> <br />Section 2. That the position of Director of Human Resources is hereby <br />established. The Director of Human Resources shall be appointed by the Mayor with <br />the approval of Council and may be removed by the Mayor. The Director shall be in <br />chargè of the Department of Human Resources; shall make rules and regulations for <br />the government of the Department and shall employ personnel and engage in programs <br />as alloWed by ordinance, statute and the budget approved by Council. <br />
