AN EMERGENCY ORDINANCE authorizing and directing the Director of Planning and Development to engage Cronosys to provide professional services for the development and maintenance of Lakewood's Available Rental Property Website, and contract administration in accordance with the Administrative Code of the City of Lakewood, contract amount not to exceed Twenty-Five Thousand Dollars ($25,000) for a three (3) year period: WHEREAS, Lakewood's Available Rental Property Website will help to reduce the number of vacant properties within the City of Lakewood; and WHEREAS, the reduction in vacancies will raise revenue for the property owners, therefore solidifying the City's tax base; and WHEREAS, Lakewood's Available Rental Property Website will encourage owner investment; and WHEREAS, Lakewood's Available Rental Property Website has generated community-wide interest and support including a recommendation from the Chamber of Commerce; and WHEREAS, this Council by a vote of at least five (5) members elected thereto determines that this ordinance is an emergency measure, and that this ordinance shall take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of municipal departments in that the renewal period for the commercial housing licenses is approaching and the information necessary to implement the website will be collected at that time. Now Therefore, BE [T ORDAINED, BY THE C~FY OF LAKEWOOD, STATE OF OHIO: SECT[ON 1. That the Director of Planning and Development is hereby authorized and directed to engage Cronosys to provide professional services to develop and maintain Lakewood's Available Rental Properties Website, contract amount not to exceed the specified amount shown, except as hereinatter provided: Development and Maintenance of Website $25,000 for a three year period SECTION 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this council, and that all such deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with ali legal requirements. SECT/ON 3. That the Director of Planning and Development is hereby authorized and directed to enter into a contract as set forth above in an amount not to exceed the specified amount without further action from Council; and to enter into a contract in excess of specified amount only upon consent of council evidenced by adoption of a resolution specifying the authorized amount.
