That the Mayor (Director of Public Safety), tbe Director of Public <br />Works, and the Director of Finance are hereby authorized and directed to enter into <br />contracts as set forth above in amounts not to exceed the specified amounts without <br />further action ftom Council; and to enter into contracts in excess of specified amounts <br />only upon consent of Council evidenced by adoption of a resolution specifying the <br />authorized amount. <br /> <br />Section 3 It is found and determined !bat all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open meeting <br />of this Council, and that all such deliberations of this Council and of any of its <br />committees that resulted in such fonnal action were in meetings- open to the public in <br />compliance with all legal requirements, <br /> <br />Section 4, That this ordinance is hereby declared to be an emergency measure <br />necessary for the usual daily operation of the City for the reasons set forth and defined in <br />the preamble to this ordinance, and provided it receives the affinnative vote of at least <br />five (5) of its members elected to Council, this ordinance shalltalœeffect and be in force <br />immediately npon its adoption by tbe Council and approval by the Mayor otberwise, it <br />shall take effect and be in force after tbe earliest period allowed by law. <br /> <br />Is hereoy amended to reai! as follows <br /> <br />Section 1.
