Placed on <br />2"d Reading 4/3/060 <br /> <br />ORDINANCE NO. 2~-o6 <br /> <br />Antonio, But~er~Demro~ Dever, <br />FitzGerald, Madigan, Seelie. <br /> <br /> AN ORDINANCE to take effect immediately provided it receives the <br />affirmative yore of at least five (5) members elected to Council, otherwise, it shall <br />take effect and be in force after the earliest pedod allowed by law, to create a <br />new section, within Chapter 901, Streets and Sewers, titled Use of Fire Hydrants <br />for Construction Purposes, of the Codified Ordinances of the City of Lakewood <br />for the purpose of allowing use of fire hydrants for construction or other <br />purposes after obtaining a permit from the Director of Public Works. <br /> <br /> WHEREAS,, the City is experiencing its largest new construction season of <br />both commercial and residential projects in more than 50 years; and <br /> <br /> WHEREAS, construction projects such as the new YMCA, Rockport Square, <br />Rosewood, the Lakewood Schools and the hope of many more new pro.iects to <br />come require the use of water; and <br /> <br /> WHEREAS, there is a need for contractors to tap into the water supply <br />through the fire hydrants to help them complete these projects; and <br /> <br /> WHEREAS, this Coundl by a vote of at least five (S) members elected <br />thereto determines that this ordinance is an emergency measure, and that this <br />ordinance shall take effect at the earliest date possible as set forth in ARTICLE <br />III, SECTONS 10 and 13 of the SECOND AMENDED CHARTER OF THE C]TY OF <br />LAKEWOOD, and that it is necessary for the immediate preservation of the public <br />property, health and safety, and to provide for the usual daily operation of <br />municipal departments in that this legislation is necessary to set standards for <br />the present construction season. Now, therefore, <br /> <br />BE 1-i- ORDAINED BYTHE C~ OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That a new section, within Chapter 901, Streets and Sewers, <br />titled Use of Fire Hydrants for Construction Purposes, of the Codified Ordinances <br />of the City of Lakewood is hereby enacted to read as follows: <br /> <br />Use of Fire Hydrants for Construction Purposes <br /> <br /> (a) No person shall use any hydrant for COnstruction or other purposes <br /> without first obtaining a permit for such use from the Director of Public Works. <br /> (b) All hydrants used for any construction: purposes such as sewers, <br />buildings, paving, etc. must have reducing couplings attached to the nozzles of <br />the hydrants, with an independent valve for regulating the supply. <br /> (c) The main valve of the hydrant must be opened full at the <br />beginning of work each day and remain open until the stoppage of work at <br />night. The water supply shall be regulated by the independent valve. The <br />hydrant shall be operated only by a proper hydrant key. <br /> (d) Water must not be allowed to run except when used. No leaking <br />hose, pipe, or joints shall be permitted. Ail persons using hydrants shall <br />immediately obey any instructions or orders that may be issued by the Director <br />of Public Works, or his authorized agents, to regulate the use of these hydrants. <br /> (e) In case of failure to comply with the requirements of this section, <br />the water supply shall be stopped immediately, the hydrant permit revoked and <br /> <br /> <br />
