PLACED ON 2ND <br />READING 4/3/06. <br /> <br />ORDINANCE NO. 24-06 <br /> <br />Antonio, Butler, Demro, Dever, <br />FitzGerald, Madigan, Seelie. <br /> <br /> AN EMERGENCY ORDINANCE authorizing the Mayor to enter into an agreement <br />with the CuyahOga Housing Consortium for the Creation of the Lakewood Mixed Use <br />Rental Assistance Program "MURAL" Program to be funded with 2004 HOME Program <br />funds. <br /> <br /> WHEREAS~ the Cuyahoga Housing Consortium approved at its March 8, 2006 <br />board meeting the use of $200,000 of 2004 HOME Program funds for the creation of <br />the Lakewood MURAL Program; and <br /> <br /> WHEREAS, currently the City has over 70 buildings with a storefront on the first <br />floor with housing above it; and <br /> <br /> WHEREAS, occupancy of these residential units tends to be by Iow to moderate <br />means; and <br /> <br /> WHEREAS, as a result of Iow rents, this housing has seen a decrease in <br />investment over ~he past 20 years; and <br /> <br /> WHEREAS, the establishment of the Lakewood MURAL Program will expand the <br />current Storefront Renovation Program by allowing a subsidy to renovate the interior of <br />the residential units located above commercial spaces; and <br /> <br /> WHEREAS, this Council by a vote of at least five (5) members elected thereto <br />determines that this ordinance is an emergency measure, and that this ordinance shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SEC'TONS 10 and 13 <br />of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is <br />necessary to provide for the usual daily operation of municipal departments in that <br />certain capital improvements projects are to be completed this Construction season. <br />Now therefore <br /> <br /> BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> <br /> Section 1. That the Mayor of the City ol; Lakewood is hereby authorized to enter <br />into an agreement with the Cuyahoga Housing Consortium for the creation of the <br />Lakewood Mixed Use Reatal Assistance Program "MURAL Program"to be funded with <br />2004 HOME Program funds. <br /> <br />/ <br />Section 2. Each 'application submitted for the Lakewood MURAL Program shall <br />be submitted to the Loan Advisory Board for approval and each applicant shall be <br />required to participate in the Storefront Renovation Program. <br /> <br /> Section3. Guidelines shall be drafted by the Director of Planning and <br />Development that are consistent with this legislation and the agreement between the <br />City of Lakewood and the Cuyahoga County Housing Consortium. <br /> <br /> Section 4. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open <br />meeting of this Council, and that all such deliberation~s of this Council and of any of its <br />committees that resulted in such formal action were in meetings open to the public in <br />compliance with all legal requirements. <br /> <br /> Section 5. That this ordinance is hereby declared to be an emergency measure <br />for the reasons set forth and defined in the preamble to this ordinance, and provided it <br /> <br /> <br />
