<br />APPENDIX C <br /> <br />DESCRIPTION OF DESIGN FOR PEG <br /> <br />-------------------- <br />-------------------- <br /> <br />Public, Educational and Governmental ("PEG") prograrmning provided over AT&T's U- <br />verse TV service will be provided using AT&T's Internet Sourced PEG solution. This <br />solution will require City to make its content available to AT&T via the public Internet <br />and/or via a connection to AT&T's Internet Point of Presence (POP) in a format èapable of <br />being accepted over AT&T's platform, <br /> <br />City shall be responsible for the capture, encoding, transport and ongoing management of <br />PEG content, in accordance with the terms of the Video Competition Agreement between <br />the City and AT&T, which content may be made available on both a "live stream" and <br />archived basis. AT&T shall be responsible for linking to these content sources and <br />ensuring that content is delivered over AT&T's U·verse TV platform for viewing by <br />AT&T's U-verse TV subscribers. <br /> <br />AT&T will work with the City to identify minimum/maximum recommended resolution, <br />bandwidth requirements, stream format, encoding rates, volumes of streams and/or <br />archived fùes that may be made available by City and such other specific standards as are <br />necessary to enable the Internet PEG solution. AT&T will provide City the capability to <br />properly manage metadata associated with Citý's Internet soutced content for display on <br />AT&T's interactive programming guide. The specific standards agreed to by the City and <br />the Company pursuant to this paragraph are attached as Appendix C-1. <br /> <br />AT&T will work with City to ensure that City's PEG content programming is displayed to <br />AT&T customers at a reasonable level of transÍnission quality. AT&T is not responsible <br />for the transmission quality or reliability of City programming stored on or streamed by <br />City's web server or any Internet connection under the control of the City that is not <br />managed by AT&T or its designee. AT&T shall not exert direct or indirect programming <br />control or assert ownership over City's programming, which City may also provide to <br />other entities. <br /> <br />City and AT&T recognize that AT&T's network is new and subject to modifications as <br />AT&T and the City gain operational experience with IPTV delivery ofvideO programming. <br />Suècessful deployment of IPTV requires that the City as a video programming provider and <br />AT&T as a content delivery provider work together closely. Therefore, the partìes agree <br />that they will meet in good faith, as necessary, to effectuate the PEG provisions of the <br /> <br />C-l <br />
