Please Subsfitu~ for Ordinance No. 58-07 <br /> <br />PLACED ON iST READING & REFERRED TO THE <br />PUBLIC WORKS COMMITTEE 7/2/07, 2nD READING <br />7/16/07, <br /> <br /> Ordinance No 58-07 By: Antonio, Butler, Demro, <br /> Dever, FitzGerald, Madigan, Seelie. <br /> AN ORDINANCE to take effect immediately provided it receives the affirmative <br />vote of at least five (5) members elected to Council, otherwise it shall take effect and be <br />in force after the eadiest period allowed by law, authorizing the Mayor, on behalf of the <br />City, to enter into agreements with the Cuyahoga Housing Consortium ("Consortium") <br />and/or the Cu~ahoga County Department of Development and LakeWood Senior <br />Citizens, Inc for participation in the U S. Department of Housing and Urban <br />Development (HUD) HOME Program ("Program") in an amount not to exceed Two <br />Hundred Twenty-eight Thousand Dollars ($228,000) for use in renovation for the <br />conversion of existing efficiency units to one bedroom units and any other use that the <br />Consortium finds is consistent with the HOME Program <br /> <br /> WHEREAS, Lakewood Senior Citizens, Inc, operates as the Westeily <br />Apartments, has been providing quality hous ng, services and activities to our senior <br />citizens; and <br /> <br /> WHEREAS, the Westerly Apartments were constructed in the 1960's and <br /> currently lack sufficient handicapped accessible facilities that are crucial to the <br /> continued provision of quality services to our seniors; and <br /> <br /> WHEREAS, many of Westerly Apartments are 400 square foot efficiency units <br />that often remain vacant due to the size and lack of separate sleeping quarters; and <br /> <br /> WHEREAS, this grant will allow Lakewood Senior Citizens, Inc~ to convert twelve <br />(12) efficiency units into eight (8) 600 square foot single bedroom units; and <br /> <br /> WHEREAS~ the City would like to extend assistance in the form of a grant of <br />HOME Program Funds in the amount of Two Hundred Twenty-eight Thousand Dollars <br />($228,000) to assist With this project; and <br /> <br /> WHEREAS, this grant will further fair housing within the City of LakewoOd by <br />making more ADA compliant housing available within the City of [.akewood to Iow and <br />moderate income seniors; and <br /> <br /> WHEREAS, this Council by a vote of at least five members elected thereto determines <br />this ordinance is an emergency measure, and that this OrdinanCe shall take effect at the <br />eadiest date possible as set forth in ARTICLE Ill, SECTIONS 10 and 13 of the SECOND <br />AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary to provide for <br />the usual daily operation of the City in that the City must further fair housing to Iow and <br />moderate income seniors Now therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO' <br /> <br /> Section 1 That the Mayor, on behalf of the City, to enter into agreements with <br />the Cuyahoga Housing Consortium ("Consortium") and/or the Cuyahoga Department of <br />Development and Lakewood Senior Citizens, Inc. for participation in the U S.
