ORDINANCE NO. 77-07 <br /> <br />BY: ~tonio, ~l]:e]~,,~D~i[o,r~6~Ze~:.~d,: <br /> ~a%~a 1 ~'~ e~ig an, Seelie. <br /> <br /> AN ORDINANCE to take effect immediately provided it receives the affirmative <br /> vote of at least five (5) members elected to Council otherwise, it shall take effect and <br /> be in force after the earliest period allowed by law, authorizing the Mayor to enter into <br /> an Amended Westshore Council of Governments Agreement to allow the City of North <br /> Ridgeville tO participate in the Central F re D spatch center along with the Cities of Bay <br /> Village, Rocky River, Fairview Park and Westlake, <br /> <br /> WHEREAS, on February 2, 2005, the Westshore Council of Governments <br /> ("WCOG") entered into an Agreement whereby the participating cities of Bay Village, <br /> Rocky River, Fairview Park and Westlake created a Central Fire Dispatch Center; and <br /> <br /> WHEREAS, the City of North Ridgeville, Ohio has approached WCOG desiring to <br /> become a party to the Agreement; and <br /> <br /> WHEREAS, this Council by a vote of at least five (5) members elected thereto <br /> determines that this ordinance is an emergency measure, and that this ordinance shall <br /> take effect at the earliest date possible as set forth in ARTICLE III, SECTIONS 10 and <br /> 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is <br /> necessary for the immediatepreservation of the public properly, health and safety, and <br /> to provide for the usual daily operation of municipal departments in that it is <br /> immediately necessary to enter into an Agreement regarding centra dispatch in order <br /> to continue the efficienCY Of services within the participating cities. NOW Therefore: <br /> <br /> BE IT ORDAINED BY CITY OF LAKEWOOD, STATE OF OHIO <br /> <br /> Section 1. That the Mayor of the City of Lakewood be and he Js hereby <br />authorized to enter into an Amended Agreement with the Westshore Council of <br />Governments as to the Central Fire Dispatch Center. Said Amended Agreement is <br />attached hereto as Exhibit "A' and incorporated herein by reference with such revisions <br />that may be made by the Director of Law and approved by the Mayor without altering <br />the substance thereof. <br /> <br /> Section 3. It is found and determined that all formal actions of this Coundi <br />concerning and relating to the passage of this ordinance were adopted in an open <br />meeting of this Council, and that all such deliberations of this CounCil and of any of its <br />committees that resulted in such formal action were in meetings open to the public in <br />compliance with all legal requirements. <br /> <br /> Section 4. That this ordinance is hereby declared to be an emergency measure <br />necessary for the immediate preservation of the public peace, property, health, safety <br />and welfare in the City and for the usual daily operation of the City for the reasons set <br />forth and defined in the preamble to this ordinance, and provided it receives the <br />affirmative vote of at least five (5) of its members elected to Council, this ordinance <br />shall take effect and be in force immediately upon its adoption by the Council and <br />approval by the Mayor otherwise, it shall take effect and be in force after the earliest <br />period allowed by law. <br /> <br />Adopted:,-~m/~L/~,~ % 2-007 , <br /> ~resident of Council <br /> <br />Approved:~__ <br /> <br />Clerk c~ouncil <br /> <br />Mayor <br /> <br /> <br />
