<br />scaled reductions on 11 by 17 inch paper. <br /> <br />(e) The City Engineer shall review the documents, including the review report <br />from the CSWCD, and shall approve or return these with comments and <br />recommendations for revisions within thirty (30) working days after receipt of the plan <br />as described above. A plan rejected because of deficiencies shall receive a report <br />stating specific problems. At the time of receipt of a revised plan, another thirty (30) <br />day review period shall begin. <br /> <br />(f) Approved SWMPs shall terminate twenty-four months after the effective <br />date of the plan approval if the owner or operator has not undertaken a continuing <br />program of installation or modification or has not entered into a binding contractual <br />obligation to undertake and complete, within a reasonable time, a continuing program <br />of installation or modification. The City Engineer may extend these dates of expiration <br />by up to twelve months if the applicant submits, within a reasonable time before the <br />termination date, a written request containing information that, in the judgment of the <br />City Engineer, adequately justifies an extension of time. <br /> <br />(g) The City of Lakewood will perform construction inspections until the site. <br />reaches final stabilization as determined by the City Engineer. <br /> <br />(h) The Storm Water Management Plan review, filing and inspection fee is <br />part of the complete application submittal and must be paid in full by the <br />applicant/owner prior to the commencement of any reviews by the City. The City <br />Engineer shall establish a fee schedule based upon the actual estimated cost for <br />providing these services. At such time that the fee reserve balance falls below 35 <br />percent of its original balance the applicant/owner will be required to deposit additional <br />funds to cover the anticipated costs of future fees or return the reserve to the original <br />balance, as determined by the City Engineer. Upon Final Acceptance, all funds <br />remaining will be returned to the applicant/owner. The schedule of fees is available in <br />Chapter 1309.16. <br /> <br />1339.08 STORM WATER MANAGEMENT PLAN. <br /> <br />The Storm Water Management Plan (SWMP), BMPs and specifications used to <br />satisfy the conditions of this chapter shall meet the standards and specifications in the <br />current edition of the Ohio Rain Water and Land Develooment manual. The plans must <br />make use of the practices that preserve the existing natural condition to the Maximum <br />Extent Practicable. <br /> <br />(a) Development Sites Under One (1) Acre. Individual development sites <br />that are larger than 8,000 square feet and smaller than one (1) acre (43,560 square <br />feet) in total size of disturbed area, shall submit an Abbreviated SWMP.
