ORDINANCE NO. 82-0? <br /> <br />BY: Antonio, Butler, Demro, Dever, <br /> FitzGerald, Madigan, Seelie. <br /> <br /> AN ORDINANCE to take effect immediately provided it receives the affirmative <br /> vote of at least five (5) members e ected to Council, otherwise, it shall take effect and <br /> be in force after the earliest period a lowed by law, to amend Section 557.04, Permit <br /> and Application, of the Codified Ordinances of the City of Lakewood for the purpose of <br /> providing Police protection to the Lakewood Board Of Education at no additional cost <br /> where an event is organized under this Chapter. <br /> <br /> WHEREAS, recently the City of Lakewood updated its regulations for Parades in <br /> the Codified Ordinances; and <br /> <br /> WHEREAS, to offset costs to the City, the new regulations require the event <br /> coordinator to pay Off-duty police officers to assist with directing traffic and other <br /> protection for the event; and <br /> <br /> WHEREAS, the Lakewood Board of Education was exempted from paying the <br /> permit fee required by the ordinance; and <br /> <br /> WHEREAS, it was the intent of this Administration to continue to provide police <br />services for events organized by the Lakewood Board of Education at not additional cost <br />to the Board; and <br /> <br /> WHEREAS; due to a typographical error, the Lakewood Board of Education was <br />not excluded from the requirement of hiring off-duty police officers to assist with the <br />parade; and <br /> <br /> WHERES, this Council by a vote of at least five (5) members elected thereto <br />determines that this Ordinance iS an emergency measure, and that this ordinance shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is <br />necessary for the immediate preservat on of the public proPerty, health and safety, and <br />to provioe for the Usua daily operation of municipa departments in that the Board of <br />Education has several events doming up that wll fall within the Lakewood Codified <br />Ordinances regarding Parades. Now, therefore <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD , STATE OF OHIO <br /> <br /> Section 1. That Chapter 557 04, Permit and Application, of the Codified <br />Ordinances of the City of Lakewood, currently reading as follows: <br /> <br /> 557.04 PERMIT AND APPLICATON. <br /> (a) Except for parades or special events sponsored by the City including, but <br />not limited to, holiday parades, block parties, commemorations, social gatherings, tours <br />and Similar events, no person or organization shall sponsor or conduct a parade or <br />special event without first obtaining a permit from the Chief of Police or his/her <br />designee. The application for such a permit shall be filed with the Chief's designee not <br />less than 45 days prior to the parade or special event, and shall include the following <br />information: <br /> (1) The name and addres~ of the applicant and of all other persons <br /> who will have complete or partial char§e of the parade; <br /> (2) The proposed time and route, including a map of the proposed <br /> route; <br /> (3) The approximate number of participants and how many will be on <br /> foot, mounted or in vehicles; <br /> (4) The name of the organization or organizations, if any, represented <br /> in the Parade, and the names of such officers in charge or control of the <br /> participants in the parade for each organization; <br /> (5) The purpose of the parade; <br /> <br /> <br />
