<br />ORDINANCE NO: <br /> <br />89-07 <br /> <br />BY: Antonio, Butler, Demro, Dever, <br />FitzGerald, Madigan, Seelie. <br /> <br />AN ORDINANCE to take effect immediately provided it receives the affirmative vote <br />of at least five (5) members elected to Councii, otherwise, it shall take effect and be in <br />force after the earliest period allowed by law to enact a new Section, titled Emergency <br />Preparedness Grants, within Chapter 111, Purchasing and Contracting, of the lakewood <br />Codified Ordinances relative to authorizing the Department of Human Services to apply <br />for and accept health emergency preparedness planning grants from the Ohio <br />Department of Health or the Cuyahoga County Board of Health, and authorizing the <br />Mayor to enter into contracts for such grants, when no matching funds from the City <br />are required. <br /> <br />WHEREAS, the City of lakewood has established through its Charter and <br />ordinances a City Health District, which is administered through the City's Department <br />of Human Services/Division of Health; and <br /> <br />WHEREAS, the City's Department of Human Services/Division of Heaith is <br />partially funded through grants from the State of Ohio Department of Health (ODH), <br />and the Cuyahoga County Board of Health (CCBH), and said agencies from time to time <br />provide grants for emergency preparedness planning to protect the public health; and <br /> <br />WHEREAS, an example of such emergency preparedness planning grant funds is <br />pandemic fiu money obtained by ODH from the federai Center for Disease Controi <br />(CDC) on behalf of local Health Districts, including the City, which funds are distributed <br />to the county and local districts, often on a per-capita basis, without submission of a <br />grant application, and such grants are made with little advance notice to allow time to <br />seek authority to accept such grants through this Council; and <br /> <br />[ <br /> <br />WHEREAS, this Councii has determined that it is in the best interests of the <br />health of the citizens of the City to authorize the City and its Department of Health to <br />apply for, accept and enter into contracts for various health emergency preparedness <br />planning grants from the Ohio Department of Health or the Cuyahoga County Board of <br />Health, where no City matching funds are required under the grant agreement; and <br /> <br />WHEREAS, this Council by a vote of at least five (5) members elected thereto <br />determines that this ordinance is an emergency measure, and that this ordinance shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is <br />necessary for the immediate preservation of the public property, heaith and safety, and <br />to provide for the usual daily operation of municipal departments in that the grant year <br />began September 1, 2007. Now Therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> <br />Section 1. That a new Section, titled Emergency Preparedness Grants, <br />within Chapter 111, Purchasing and Contracting, of the Codified Ordinances of the City of <br />Lakewood is hereby enacted to read as follows: <br /> <br />111.12 Emergency Preparedness Grants. <br />
