<br />159.02 Membership. <br />The Lakewood Youth Commission shall consist of a maximum of 19 members. <br />For membership purposes, youth shall be defined as Lakewood residents between <br />the ages of 11 and 21 years of age. Membership Is as follows: <br /> <br />(a) Appointments. The following authorities will each have two <br />appointments, one youth and one at-large: the Superintendent of <br />Lakewood Schools; Lakewood City Council; the Mayor of Lakewood; <br />and the Lakewood School Board <br />(b) The City of Lakewood Department of Human Services and the <br />Lakewood City Schools will each have one ex-officio member. <br />(c) The Youth Master Plan Executive Committee, existing at the time of <br />passage of this Ordinance, shall select four youth and five adult at- <br />large members through an application process approved by the <br />existing Youth Master Plan Executive COmmittee within three months <br />of the effective date of this section. <br />(d) Except as provided in subsections (a) and (b), the Lakewood Youth <br />Commission shall select future at-large members through an <br />application process approved by the existing Lakewood Youth <br />COmmission within one year of the effective date of this section. <br /> <br />159.03 Terms <br />Members shall be appointed for two-year renewable terms. Members may <br />serve consecutive terms. <br /> <br />159.04 Mission Statement; Bylaws and General Rules of Operation. <br />The Lakewood Youth Commission shall be authorized to adopt its own mission <br />statement, bylaws and general rules of operation, which shall be consistent with this <br />chapter, all other ordinances and the Amended Charter of the City and laws of the <br />State. The mission statement of the Lakewood Youth Commission shall be consistent <br />with Section 159.01. <br /> <br />159.05 Assistance from Department of Human Services <br />The Lakewood Youth COmmission shall be authorized to call upon the <br />Department of Human Services for assistance in carrying out the purposes set forth <br />in this chapter. <br /> <br />159.06 Public Records; Reporting Duties <br />The Lakewood Youth Commission shall keep records of its meetings and <br />activities and make available those records and as required by law. Such records <br />shall be maintained by the Department of Human Services. <br /> <br />Section 2. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open <br />meeting of this Council, and that all such deliberation of the Council and of any of its <br />committees that resulted in such formal action were in meetings open to the public <br />in compliance with all legal requirements <br /> <br />Section 3. That this ordinance is hereby dedared to be an emergency <br />measure necessary for the immediate preservation of the public peace, property, <br />health, safety and welfare in the City and for the usual daily operation of the City for <br />the reasons set forth and defined in the preamble to this ordinance, and provided it <br />receives the affirmative vote of at least five (5) of itS members eiected to COuncil, <br />this ordinance shall take effect and be in force immediately upon its adoption by the <br />Council and approval by the Mayor otherwise, it shall take effect and be in force after <br />the earliest period allowed by law. <br />
