are sold in a private placement, the entity selected by the Director of Finance under <br />Section 9(b) as the purchaser of the Notes. <br />"Outstanding Notes" means the City's $9,024,000 Various Purpose <br />General Obligation Bonds Anticipation Notes, Series 2008, issued April 16, 2008. <br />"Participant" means any participant contracting with a Depository under a <br />Book-Entry System and includes securities brokers and dealers, banks and trust <br />companies, and clearing corporations. <br />"Projects" means the following: <br />(1) planting shade trees in the City's 2007 Reforestation Program; <br />(2) planting shade trees and eradicating the gypsy moth and emerald ash borer <br />beetle in the City's 2008 Reforestation Program; <br />(3) constructing, reconstructing, renovating, rehabilitating, and improving <br />municipal recreational facilities at Lakewood Park and other municipal park and pool <br />facilities; <br />(4) replacing playground equipment in Madison Park and Wagar Park, and <br />replacing and updating tennis courts in the City; <br />(5) reconstructing, renovating, and improving the following City buildings <br />and facilities: (a) buildings and facilities for the Fleet Department, (b) roof and HVAC <br />improvements to Fire Station No. 3, (c) the City Refuse Facility, and (d) City Hall; <br />(6) (a) resurfacing and improving city-owned parking lots and driveways, (b} <br />conducting feasibility studies with respect to a new jail facility, and (c) improvements to <br />City Hall; <br />(7) improving streets by improving traffic signalization; <br />(8) constructing, reconstructing, and improving Lake Road from Webb and <br />Clifton, (2) resurfacing Woodford Avenue from Webb to Granger, (3) resurfacing streets <br />identified on the City's 2007 pavement condition report, (4) repainting. street lane and <br />parking spaces in the City, (5) improvements to crosswalks at the Detroit Avenue <br />intersection, and (6) resurfacing US Route 6 from West Clifton to the City's eastern <br />boundary; <br />(9) the Sidewalk Project; and <br />(10) improving the following streets in the City by constructing, reconstructing, <br />and paving between the termini set forth below: <br />14 <br />
