ORDINANCE N0. 64-09 BY: Antonio, Bullock, Butler, Dever, Madigan, Powers, Summers AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least five (5) members elected to Council otherwise, it shall take effect and be in force after the earliest period allowed by law, authorizing the Mayor to enter into a n agreement with the Westshore Council of Governments and Emergency Services Consulting International to provide consulting services to develop a cooperative agreement for the consolidation of fire services. WHEREAS, the Westshore Council of Governments (WCOG) would like to employ a consultant to develop a cooperative agreement for the consolidation of fire services among the member communities; and WHEREAS, the WCOG was the recipient of as grant in the amount of $100,000.00 from the Fund for the Economic Development/Efficient Gov Now to fund this project; and WHEREAS, this Council by a vote of at least five (5) members elected thereto determines that this ordinance is an emergency measure, and that this ordinance shall take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of municipal departments in that this agreement is necessary to move forward with the necessary analysis and negotiation of a cooperative agreement for the consolidation of fire services within the member communities. Now Therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO Section 1. That the Mayor be and is hereby authorized to enter into an agreement with the Westshore Council of Governments (WCOG) and Emergency Services Consulting International, 249 Normandy Road, Mooresville, North Carolina, to provide consulting services to develop a cooperative agreement for the consolidation of fire. services according to the Scope of Work (attached hereto as Exhibit A). Said work to be performed under the contract at a total cost to WCOG not to exceed One Hundred Thirty Seven Thousand, Four Hundred Ninety-two dollars ($137,492.00) to provide consulting services to develop a cooperative agreement for the consolidation of fire services. Section 2. One Hundred Thousand Dollars ($100,000.00) of said total cost is being paid for from the Fund for the Economic Development/Efficient Gov Now Grant. Section 3. The remaining cost associated with said contract shall be charged to each City of the basis of ten percent (10%) of the contract being shared equally, with
