(a) The Director of Finance is hereby authorized to annually establish sewer rates charged <br />by the Division of Utility Billing <br />(1) Such charges and rates shall be made against each lot, parcel of land or premises <br />which may have an active sewer connection with the Municipal wastewater <br />disposal system or which may otherwise discharge wastewater either directly or <br />indirectly into such system or any part thereof. <br />(2) Such charges and rates shall be based on all water used during each one month <br />billing period. <br />(3) Such rates shall bye charged monthly. <br />(b) Any lot, parcel of land or premises discharging into the sanitary sewer but not using <br />City water wholly or partly shall, at his or her own expense be required to install <br />meters or other measuring devices approved by the City Engineer to measure either <br />the water or the discharge to the sanitary sewer. <br />(c) Any lot, parcel of land or premises desiring credit for water consumed for purposes <br />where the water is not returned to the sanitary sewer, shall at his or her own expense, <br />separately meter the water for such uses. <br />(d) Effective January 1, 2010, sewer rates charged by the Lakewood Division Utility <br />Billing shall be billed at a rate of not more than three and twenty-six hundredths <br />dollars ($3.26) per one hundred cubic feet of metered water consumption. <br />902.05 HOMESTEAD EXEMPTION <br />There is hereby established a Special Homestead Exemption whereby sewer rates <br />charged to homesteads owned by person 65 years of age or older or owned by a <br />permanently or totally disabled person, provided that such person's income falls below <br />thirty-five thousand dollars ($35,000) per annum shall be seventy-five percent (75%) <br />of the sewer rate established pursuant to this chapter. <br />902.06 SUMMER SPRINKLING PROGRAM <br />The. City of Lakewood Division of Water is authorized to provide a Summer Sprinkling <br />Program for residents commencing July 1 and ending September 30 of each year for <br />owner-occupied homes of one-, two-, three-, and four-family residential accounts in <br />good standing. Upon the customer's request, by written application on a form <br />prescribed by the Director of Finance, summer sewer bills issued during the months of <br />July, August, and September (July 1 to September 30) of each year would be based on <br />an average of sewer bills issued for the previous four months (January through April). <br />All applications must be completed at or before April 30 of each year. The Division of <br />Utility Divisions will calculate the summer sprinkling discount. The Summer <br />Sprinkling Program will not affect or replace the City's current sewer-exempt meter <br />program. <br />
