(c) In the event that the volunteers have not obtained necessary <br />funding, supplies and signage or if the volunteers are not <br />providing maintenance necessary for this Pilot Program, the <br />Director of Public Works, at his or her discretion, can suspend <br />the program until full compliance is met. During any such <br />suspension, the twelve month time period continues to proceed. <br />Section 3. Rules and restrictions <br />(a) .Dogs shall be permitted. within Lakewood Park and Kauffman Park <br />during the duration of the pilot program subject to the following rules and <br />restrictions: <br />(1)Any dog must be on leash that is extended no farther than six <br />(6) feet and must wear a collar or harness that must be <br />specifically made or manufactured to be the proper size and <br />strength for that particular dog. <br />(2) Any dog must be under control of a person. who possesses <br />discretion and physical strength sufficient to exercise reasonable <br />restraint and control conforming to the animal's weight, size and <br />strength. <br />(3)Any person bringing a dog into a park or exercising control of a <br />dog while in a park shall promptly clean up any waste from the <br />dog and place it in the receptacles provided. <br />(4) Dogs and any person walking a dog on paved paths at <br />Lakewood Park shall yield way to any and all traffic on the paths <br />without dogs and shall obey other rules related to traffic on <br />paved paths at Lakewood Park posted by the Director of Public <br />Works. <br />(5) Notwithstanding any other provision of this ordinance, dogs <br />shall be prohibited from the following areas within Lakewood <br />Park and Kauffman Park: <br />a. playground equipment, playground areas, and 30 feet <br />immediately surrounding; <br />b. the softball fields, whether or not they are in use; <br />c, any garden or decorative areas planted with vegetables, <br />flowers, shrubs, or other decorative vegetation; <br />d. the. Kiwanis Pavilion; <br />e. the. handicap-accessible ramp which extends from the <br />eastern end of the top of the bluff to the lower Lakefront <br />Promenade. <br />(6) Notwithstanding any other provision of this ordinance, dogs <br />shall be prohibited from Lakewood Park during the following <br />times: <br />a. July 4; <br />b. Any days or portions of days during which widely- <br />attehded public events, including but not limited to City <br />
