(j) Within twenty feet of a driveway entrance to any fire station and, on the <br />side of the street opposite the entrance to any fire station, within seventy-five feet of <br />the entrance when it is properly posted with signs; <br />(k) Alongside or opposite any street excavation or obstruction when such <br />standing or parking would obstruct traffic; <br />(I) Alongside any vehicle stopped or parked at the edge or curb of a street; <br />(m) Upon any bridge or other elevated structure upon a street, or within a <br />street tunnel; <br />(n) At any place where signs prohibit stopping, standing or parking, or <br />where the curbing or street is painted yellow, or at any place in excess of the maximum <br />time limited by signs; <br />(o) Within one foot of another parked vehicle; <br />(p) On the roadway portion of a freeway, expressway or thruway; <br />(q) In any private driveway, alleyway or areaway between buildings <br />when in the opinion of the Fire Chief or the Police Chief, such parking <br />constitutes a fire hazard or an obstruction to or interference with operation <br />of the fire fighting equipment of the City, provided signs are erected giving. <br />notice thereof; <br />(r) At any place in a municipal parking garage or on other public <br />property excluding dedicated streets and ways set out for public travel and <br />herein regulated, where signs prohibit stopping, standing or parking, or in <br />excess of the time limit established in designated areas of the municipal <br />parking garages, or in any other areas other than entirely within the <br />individual parking spaces designated and marked off for the parking of <br />vehicles; <br />(s) Upon any private property between the building line, as shown on <br />the Building Line Map of the City of Lakewood, and the street line, except <br />upon driveways, including circular accessways and turnarounds where <br />applicable, parking lots, or in an area improved for vehicular us and <br />approved by the Planning Commission. <br />Section 2. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open <br />meeting of this Council, and that all such deliberation of the Council and of any of its <br />committees that resulted in such formal action were in meetings open to the public in <br />compliance with all legal requirements. <br />Section 3. That this ordinance is hereby declared to be an emergency measure <br />necessary for the immediate preservation of the public peace, property, health, safety <br />and welfare in the City and for the usual daily operation of the City for the reasons set <br />forth and defined in the preamble to this ordinance, and provided it receives the <br />affirmative vote of at least five (5) of its members elected to Council, this ordinance <br />shall take effect and be in force immediately upon its adoption by the Council and <br />
