Proposed Ordinance 53-10. Substituted October 18, 2010. <br />1329.01 INTENT <br />(a) Sign regulations, including provisions to control the type, design, size, location, <br />illumination and maintenance thereof, are established in order to achieve, among <br />others, the following purposes: <br />(1) To promote attractive and maintain high value residential districts by permitting <br />only nameplates, bulletin boards and signs related to the develop, rental. or sale <br />of properties in such districts; <br />(2) To provide reasonable, yet appropriate, conditions for identifying and advertising <br />goods sold or services rendered in business districts. by relating the size, type <br />and design of signs to the type and size of establishments; <br />(3) To provide for appropriate signs for the identification and encouragement of <br />industrial development; <br />(4) To control the.. design of signs so that their appearance will be aesthetically <br />harmonious with their surroundings and an overall urban design for the area; <br />(5) To eliminate any conflict between advertising (or identification) signs and traffic <br />control signs which would be hazardous to the safety of the motoring public or <br />pedestrian. <br />(b) In establishing these objectives the City has determined that, clearly articulated <br />regulations and design standards will effectively promote. high quality signs that enhance <br />the appearance, function and character of the community. <br />All signs not conforming with the provisions of this chapter are hereby declared a <br />nuisance. It is further declared that the regulations contained in this chapter are the <br />minimum regulation necessary to abate the nuisance and to achieve the purposes of this <br />chapter. <br />1329.02 ESTABLISHING REGULATIONS. <br />Signs shall be designed, erected, altered, reconstructed, moved and maintained, in whole or <br />in part, in accordance with the type, design, size, location, illumination and other provisions <br />set forth in this chapter. <br />The construction, erection, safety and maintenance of all signs shall be in accordance with <br />the City Building Code. The provisions of this chapter shall not amend or in any way <br />interfere with other codes, rules or regulations governing traffic signs within the City. (Ord. <br />58-79. Passed 7-16-79.) <br />1329.03 CLASSIFICATION OF SIGNS. <br />(a) °Sign" means any display, figure, painting, drawing, placard,. poster or other device <br />visible from, or on, a public way which is designed, intended or used to convey a message, <br />inform or direct attention to a person, institution, organization, activity, .place, object or <br />product, but does not include show window or interior displays. It may be a structure or <br />part thereof painted on or attached directly or indirectly to a structure. <br />Page 17 of 28 <br />
