AN ORDINANCE to .amend Section 537.18, Intimidation, of the Lakewood Codified Ordinances to include the prohibition of intimidation based on a person's gender identity or expression. WHEREAS, the City of Lakewood has a proud and noted history of welcoming people of diverse backgrounds and life experiences to live, work, play and raise families, free from the threat of discrimination and intimidation; and WHEREAS, earlier this year the City administration worked to update the internal Human Resources Policy and Procedure Manual, for the purpose of reflecting a more inclusive prohibition against certain discriminatory acts against employees; and WHEREAS, it is necessary and appropriate for the City's codified ordinances to be in alignment with administrative code and reflective of the City's inclusiveness; and WHEREAS, Section 537.18, Intimidation, thus. stands to be updated with respect to its prohibition against discrimination based on a person's gender identity and expression; and WHEREAS, Article 18, Section 3 of the Constitution of the State of Ohio permits municipalities to exercise all powers of local self-government and to adopt and enforce within their limits such local police, sanitary and other similar regulations as are not in conflict with general laws; now, therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1.
