during normal business hours at the office of the Di- <br />rector of Public Safety and shall be given to every <br />person who is issued a license pursuant to Section <br />741.04. <br />(g) Not withstanding any other provision of this chap- <br />ter, no solicitor or peddler, while soliciting or ped- <br />dling, shall call upon, knock at the door or ring the <br />doorbell of any residence, house, apartment or other <br />dwelling in the City which is at that time on the re- <br />spective "Do Not Knock Registry" established and <br />maintained pursuant to this chapter or upon which <br />there is posted at the`enfrance a notice which reads <br />"No Peddlers or Solicitors Allowed," or words of <br />similar import, which clearly prohibit solicitors or <br />peddlers on the premises, unless such person has <br />previously been invited upon the premises by the <br />lawful possessor and occupant thereof. <br />741.99 PENALTY. <br />Whoever violates any provision of this chapter is guilty of a <br />minor misdemeanor for a first offense, and for a second or <br />subsequent offense, shall be guilty of a misdemeanor of the <br />fourth degree.. <br />Section 2. It is found and determined that all formal actions of this Council con- <br />cerning and relating to the passage of this ordinance were adopted in an open meeting of <br />this Council, and that all such deliberation of the Council and of any of its committees <br />that resulted in such formal action were in meetings open to the public in compliance <br />with all -legal requirements. <br />Section 3. This ordinance is hereby declared to be an emergency measure neces- <br />sary for the immediate preservation of the public peace, property, health, safety and wel- <br />fare in the City and for the usual daily operation of the City for the reasons set forth and <br />defined in the preamble to this ordinance, and provided it receives the affirmative vote of <br />at least. five (5) of members of Council, this ordinance shall take effect and be in force <br />immediately upon its adoption by the Council and approval by the Mayor otherwise, it <br />shall take effect and be in force after the earliest period allowed by law. <br />..y~//~~jj~~ ~ <br />Adopted: 2U 2d 1 /!'li~ ~iLvli <br />Pre 'dent of Co c'1 <br />
