ORDINANCE NO. 13-11 $y: Anderson, Bullock, Juris, Madigan, Nowlin, Powers, Smith. AN ORDINANCE modifying Section 121.10 of the Lakewood Codified Ordi- nances to bring that section in line with the provisions of the Second Amended Charter regarding the passage of resolutions of City Council. WHEREAS, Section 121.10 of the Lakewood Codified Ordinances generally pro- hibits City Council's passage of a resolution until the resolution has been read in full or by title on three. separate dates; and WHEREAS, Article III, Section 8 of the Second Amended Charter of the City of Lakewood permits Council's passage of a resolution on fewer than three readings, so long as the resolution is not "of a permanent character"; and WHEREAS, there is utility in permitting the passage of routine, impermanent resolutions on fewer than three readings, as doing so permits City Council and the ad- ministration to save the time and expense of additional votes, paper and staff resources; and WHEREAS, all powers of Council may be exercised by ordinance or resolution, so long as they are not prohibited by the Second Amended Charter; now, therefore BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: Section 1. Section 121.10 of the Lakewood Codified Ordinances, currently reading as follows: 121.10 WHEN THREE READINGS REQUIRED. No ordinance or resolution shall be passed until it has been read on three sepa- rate days, unless the reading on three separate days has been dispensed with by a two-thirds vote of all members of Council. All ordinances and resolufions shall be read unless a copy thereof shall have been famished to each member of Council. shall be and hereby is amended to read as follows: 121.10 WHEN THREE READINGS REQUH2ED.
