BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO, at least two
<br />thirds of the members of Council concurring:
<br />Section 1. This Council hereby determines to authorize and direct the submission to the
<br />electors of the City of Lakewood at the general election to be held at the usual places of voting in
<br />the City on Tuesday, November 8, 2011, the proposed amendments to Article I, Sections 2 and 3;
<br />Article II, Sections 7 and 8; Article III, Sections 2, 5, 8 and 12; Article VII, Section 2; Article
<br />XVI, Sections 9 and 31; and Article XVII, Section 3 of the Second Amended Charter of the City
<br />of Lakewood to provide modernization, clarity and consistency within the Charter and to elimi-
<br />nate superfluous language.
<br />Section 2. Upon approval of the electors, Article I, Section 2 of the Second Amended
<br />Charter of the City of Lakewood, Manner of Exercise, shall be amended to read as follows:
<br />ARTICLE I. POWERS
<br />Section 2. Manner of Exercise.
<br />All powers shall be exercised in the manner prescribed by this Charter,
<br />or if not prescribed herein, then in such manner as shall be provided by ordi-

<br />Section 3. Upon approval of the electors, Article I, Section 3 of the Second Amended
<br />Charter of the City of Lakewood, Interpretation, shall be amended to read as follows:
<br />ARTICLE I. POWERS
<br />Section 3. Interpretation.
<br />Words and phrases used in this Charter shall, unless the context clearly
<br />requires otherwise, be interpreted in the same manner as provided in the Ohio
<br />Revised Code relating to the interpretation of the statutes of the State. As used in
<br />this Charter, the term "general law" ... -' ' ' -' '~ a

<br />quired by charter.
<br />Section 4. Upon approval of the electors, Article II, Section 7 of the Second Amended
<br />Charter of the City of Lakewood, Mayor's Investigation, shall be amended to read as follows:
<br />ARTICLE II. THE EXECUTIVE
<br />Section 7. Mayor's Investigation.
<br />The Mayor may, without notice, cause the affairs of any department or
