Section 1783.12 of the Lakewood Codified Ordinances, currently reading as follows: 1783.12 COMPOSTING. (a) All composting shall be required to be conducted in the rear yazd of properties. All composting piles shall be kept a reasonable distance from any thoroughfare. All composting piles shall be kept in an orderly condition to prevent blowing debris and objecfionable odors. The Ser- vice Director may cause to be promulgated such reasonable rules and regulations as he or she deems necessary to insure the safe, healthy and sanitary use of composting piles. (b) No owner, agent, lessee, tenant or occupant of any lot or land located within the City shall do any of the following with respect to compost piles. (1) Keep or leave human waste, refuse or bodies of dead animals in the compost pile.. (2) Deposit, store or dispose of substances which will attract vec- tors.. (3) Store, dischazge or deposit sewage, human waste, wash water or other substance which will make a compost pile a potential transmission agent of disease. (4) Store or deposit any waste or substances which will pollute water or soil.. (c) Whoever violates any provision of this section shall, upon discovery thereof be issued a warning by the Service Duector or his or her desig- nate for a first offense.. For a second or subsequent violation of this sec- tion, anoffender shall be fined not more than twenty-five dollars ($25.00). For each subsequent offense an offender shall be fined not more than one hundred dollazs ($100.00). A sepazate offense shall be deemed committed each day during or on which a violation occurs or continues. shall be and hereby is amended to read as follows: 1783.12 COMPOSTING.
