the water supply of the delinquent customer may not be shut off in ac- <br />cordance with this chapter, the City may shut off the supply. <br />Section 12. Section 1783.12 of the Lakewood Codified Ordinances, currently <br />reading as follows: <br />1783.12 COMPOSTING. <br />(a) All composting shall be required to be conducted in the rear yazd of <br />properties. All composting piles shall be kept a reasonable distance <br />from any thoroughfare. All composting piles shall be kept in an orderly <br />condition to prevent blowing debris and objecfionable odors. The Ser- <br />vice Director may cause to be promulgated such reasonable rules and <br />regulations as he or she deems necessary to insure the safe, healthy and <br />sanitary use of composting piles. <br />(b) No owner, agent, lessee, tenant or occupant of any lot or land located <br />within the City shall do any of the following with respect to compost <br />piles. <br />(1) Keep or leave human waste, refuse or bodies of dead animals <br />in the compost pile.. <br />(2) Deposit, store or dispose of substances which will attract vec- <br />tors.. <br />(3) Store, dischazge or deposit sewage, human waste, wash water <br />or other substance which will make a compost pile a potential <br />transmission agent of disease. <br />(4) Store or deposit any waste or substances which will pollute <br />water or soil.. <br />(c) Whoever violates any provision of this section shall, upon discovery <br />thereof be issued a warning by the Service Duector or his or her desig- <br />nate for a first offense.. For a second or subsequent violation of this sec- <br />tion, anoffender shall be fined not more than twenty-five dollars <br />($25.00). For each subsequent offense an offender shall be fined not <br />more than one hundred dollazs ($100.00).
