PLACED ON 1ST REDING & REFERRED TO THE <br />FINANCE COMMITTEE 9J6J11. <br />SUBSTITUTED ON THE FLOOR 9/19/11. <br />ORDINANCE NO: 98-lOB BY: Anderson, Bullock, Suris, <br />Nowlin, Powers, Smith. <br />AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least <br />five (5) members of Council otherwise, it shall take effect and be in force after the earliest period <br />allowed by law amending Ordinance 98-10A, adopted July 5, 2011 for the purpose of adding, <br />deleting, and increasing contracting authority for the Mayor, the Director of Public Works, the <br />Director of Law, the Director of Finance, and/or the Purchasing Manager to enter into contracts <br />for professional services, and to advertise for bids and enter into contracts for the purchase of <br />repair maintenance and operating supplies, services and equipment as authorized by the 2011 <br />Appropriation Ordinance and the Administrative Code of the City of Lakewood with the lowest <br />and best bidder or bidders or as otherwise provided by law. <br />WHEREAS, this Council desires to provide the authorization to the Mayor, the Director of <br />Public Works, the Director of Law, the Director of Finance, and/or the Purchasing Manager to <br />enter into contracts for professional services, and to advertise for bids and enter into contracts for <br />the purchase of repair maintenance and operating supplies, services and equipment as authorized <br />by the 2011 Appropriation Ordinance and the Administrative Code of the City of Lakewood with <br />the lowest and best bidder or bidders or as otherwise provided by law, and <br />WHEREAS, this Council by a vote of at least five (5) members determines that this ordinance is <br />an emergency measure, and that this ordinance shall take effect at the earliest date possible as set <br />forth in ARTICLE III, SECTIONS 10 and 13 of the SECOND AMMENDED CHARTER OF <br />THE CITY OF LAKEWOOD, and that it is necessary to provide for the usual daily operation of <br />municipal departments in that delay could impair the City's ability to provide necessary services <br />in a timely manner, now, therefore, <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br />Section 1. That Section 1 of Ordinance 98-10A, adopted July 5, 2011 currently reading <br />as follows: <br />That the Mayor (Director of Public Safety), the Director of Public Works, the `_ <br />Director of Law, the Director of Finance, and/or the Purchasing Manager be and <br />are hereby authorized and directed to enter into a contract or contracts for <br />supplies, services and equipment with the lowest and best bidder or bidders or as <br />otherwise provided by law, as follows: <br />
