ORDINANCE NO. 26-12 BY: Anderson, Juris, Piadigan, Nowlin, Powers, Smith. AN ORDINANCE to amend section 313.10, Prohibited Turns on Red Signals, of the Lakewood Codified Ordinances to allow the Director of Public Safety or Council to establish intersections at which right turns against a steady red signal shall be prohibited and requiring the Director of Public Safety to maintain a list of such intersections on file. WHEREAS, over time traffic patterns and congestion change within the City of Lakewood with the opening and closing of schools, daycares and other establishments which directly affect the safety of pedestrians, bicyclists and vehicular traffic; and WHEREAS, currently there is no authority for the Director of Public Safety to restrict right turns on a steady red signal at a particular intersection without obtaining authorization from Council; and WHEREAS, granting authority to the Director of Public Safety to make such changes in certain circumstances will streamline the process of establishing safer traffic patterns and will allow them to be established immediately without affecting Council's authority to also address such concerns; now, therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: Section 1. That section 313.10 of the Codified Ordinances of the City of Lakewood, currently reading as follows: 313.10 PROHIBITED TURNS ON RED SIGNALS (a) Pursuant to the provisions of Section 313.03(c)(5), it is hereby determined that the following intersections are used by a substantial number of school children and are a hazard to such school children and, therefore, a right turn against a steady red signal is hereby prohibited between the hours of 8:00 a.m. and 4:00 p.m, Monday through Friday at the following intersections, upon the posting and installation of the proper signs giving notice thereof: (1) Clifton Boulevard. A. Webb Roadall directions except south bound B. Bunts Road north and east bound C. Nicholson Avenue all four directions D. Summit Avenue all four directions E. Whippoorwill Avenue south bound only F. Clifton Road south bound only G. Geil Avenue south and east bound H.Bell Avenue all four directions
