hazard to pedestrians or other vehicular traffic due to the proximity of <br />schools or daycare centers or due to traffic congestion. Such prohibited <br />turns against a steady red signal may be established for certahr hours or <br />entirely, as deemed necessary for the protection of the public safety by the <br />Director of Public Safety. <br />(b) The Director of Public Safety shall provide not less than 30 days' written <br />notice to Comrcil of his or her intent either to prohibit, or to permit where <br />previously prohibited, a right turn against a steady red signal as authorized <br />by subsection (a). hr no event shall the Director of Public Safety implement <br />such proposed change if Council has introduced legislation that would <br />supersede the authority of the Director of Public Safety to regulate any <br />hrtersection as provided for herein. <br />(c) Proper signs shall be posted at each intersection giving notice of the <br />prohibited turn and hours ofrestriction where applicable. <br />(d) The Director of Public Safety or designee shall keep on file a list of all <br />h~tersections at which a right turn against a steady red signal is prohibited, <br />the direction of the prohibited turn and the hours during which the turn is <br />prohibited, where applicable. <br />Section 3.
