disbursed by the Parking Violations Bureau to the City of Lakewood, De- <br />partment of Finance, and the Parking Violations Bureau shall enter the fact <br />of payment of the money and disbursement in the records of the Parking <br />Violations Bureau. If payment is not made within this time period, the <br />judgment or defaultjudgment shall u~ be filed with tine office of the Clerk <br />of Courts, Civil Division, and when so filed, shall have the same force and <br />effect as a money judgment in a civil action rendered in the court. <br />Section 2. It is found and determined that all formal actions of this Council con- <br />cerning and relating to the passage of this ordinance were adopted in an open meeting of <br />this Council, and that all such deliberations of this Council and of any of its conunittees <br />that resttlted in such formal action were in meetings open to the public in compliance <br />with all legal requirements. <br />Section 3. This ordinance is hereby declared to be an emergency measure neces- <br />sary for the immediate preservation of the public peace, property, health, safety and wel- <br />fare in the City and for the usual daily operation of the City for the reasons set forth and <br />defined in the preamble, and provided it receives the affirmative vote of at least five (5) <br />of members of Council, this ordinance shall take effect and be in force inunediately upon <br />its adoption by the Council and approval by the Mayor, or otherwise it shall take effect <br />and be in force after the earliest period allowed bylaw. <br />Adopted: ~ ~""1 ~r ~,c~ ('2~ <br />d <br />Approved: ~ Z~/L <br />U <br />.,. ~~ <br />President of Council <br />
