PLACED ON 1ST READING & REFERRED TO THE <br />FINANCE COMMITTEE 9/3/13. <br />SECOND READING 9/16/13. <br />ORDINANCE: NO. 26 -13 BY: Anderson, Bullock, Juris, Madigan, <br />Nowlin, Powers, Smith. <br />AN ORDINANCE to take effect immediately provided it receives the affirmative vote of <br />at least live members of Council, or otherwise to take effect and be in force after the earliest pe- <br />riod allowed by law, authorizing and directing the Mayor to enter into a lease agreement with <br />Marcy Kaptur, a member of the U.S. House of Representatives, for the lease of a portion of the <br />real property located at 16022 lViadison Avenue, known as the Lawther Center, pursuant to Sec- <br />tion 155.08 ofthe Codified Ordinances. <br />WHEREAS, the City is the owner of real property located at 16022 IvIadismn Avenue, <br />known as the Lawther Center; and <br />WI IEREAS, the City has been approached by U.S. Congresswoman Marcy Kaptur, in her <br />Official capacity, to lease property in the City of Lakewood to serve as a district office; and <br />WI IEREAS, the residents of the City of Lakewood and surrounding communities would <br />benefit from the location of a district office in Lakewood; and <br />\VWHEREAS, this Council has determined it is in the best interest of the City enter into a <br />lease agreement for office space to serve as a congressional district office to further the interest <br />of the City and its residents; and <br />WHERAS, this Council by a vote of at least five of its members determines that this or- <br />dinance is an emergency measure, and that this ordinance shall take effect at the earliest date <br />possible as set forth in Article 111, Sections 10 and 13 of the Second Amended Charter of the City <br />of Lakewood, and that it is necessary for the immediate preservation of the public property, <br />health and safety, and to provide for the usual daily operation of municipal department in that the <br />district office should be made available to serve the public as soon as possible; now, therefore, <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Akfayor is hereby authorized and directed, on behalf of the City, to enter in- <br />to a lease agreement with Marcy Kaptur, a member of the U.S. House of Representatives, for the <br />lease a portion of the real property located at 16022 Madison Avenue, known as the Lawther <br />Center, pursuant to Section 155.08 of the Codified Ordinances. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this ordinance were adopted in an open meeting of this Council, <br />and that all such deliberations of this Council and of any of its committees that resulted in such <br />formal action were in meetings open to the public in compliance with all legal requirements. <br />
