without the consent of the owner or person entitled to posses- <br />sion thereof. <br />(d) Any person who keeps, operates, resides in, frequent or loiters <br />in or around, or is employed in any place of prostitution, <br />lewdness or assignation, or gambling establishment or place <br />where intoxicating liquor is sold without a license. <br />(5) Any person who is a vagrant, common street beggar, common <br />prostitute, habitual disturber of the peace, known pickpocket, <br />gambler, burglar, thief, or who practices any trick, game or <br />device with intent to swindle, or who abuses his family, or any <br />suspicious person who cannot give a reasonable account of <br />himself. <br />(6) Any person found within the City loitering or wandering about <br />the streets, whether by day or night, and not having any known <br />place of residence, or any visible means of support and not be- <br />ing able to give any satisfactory account of himself. <br />(7) The term "common street beggar" as used in paragraph (5) <br />shall not be construed or defined so as to prevent persons that <br />are regularly connected with any charitable institution from <br />soliciting or begging for or on behalf of such charitable insti- <br />tution. <br />(b) Whoever violates this section is guilty of a minor misdemeanor. <br />shall be and hereby is repealed. <br />Section 2. It is found and determined that all formal actions of this Council con- <br />cerning and relating to the passage of this ordinance were adopted in an open meeting of <br />this Council and that all such deliberations of this Council and of any of its committees <br />that resulted in such formal action were in meetings open to the public in compliance <br />with all legal requirements. <br />Adopted: Tt "4 y <br />*EF <br />S� <br />Approved: , <br />r a •: <br />
