(d) CHANNEL means a natural stream that conveys water, or a ditch or chan- <br />nel excavated for the natural flow of water. <br />(e) CITY means the City of Lakewood, Ohio and its designated agents and rep- <br />resentatives. <br />(� CONCENTRATED STORM WATER RUNOFF means surface water run- <br />off which converges and flows primarily through water conveyance features <br />such as swales, gullies, waterways, channels or storm sewers, and which <br />exceeds the maximum specified flow rates of filters or perimeter controls <br />intended to control sheet flow. <br />(s) EXISTING means in existence at the time of the passage of this chapter. <br />(t) FREQUENCY STORM means a rainfall event of a magnitude having a <br />specified average recurrence interval and calculated with Natural Resources <br />Conservation Service, USDA Type II 24 -hour curves or depth- duration fre- <br />quency curves. <br />(z) LANDSLIDE means the rapid mass movement of soil and rock material <br />downhill under the influence of gravity in which the movement of the soil <br />mass occurs along an interior surface of sliding. <br />(ee) OHIO RAINWATER AND LAND DEVELOPMENT MANUAL means <br />the latest version issued by ODNR Division of Soil and Water Resources. <br />(ii) PROFESSIONAL ENGINEER means a person registered in the State of <br />Ohio as a professional engineer with specific education and experience in <br />water resources engineering, acting in strict conformance with the code of <br />ethics of the Ohio board of registration for professional engineers and sur- <br />veyors. <br />(p) QUALIFIED INSPECTION PERSONNEL means a person knowledgeable <br />in the principles and practice of erosion and sediment controls, who pos- <br />sesses the skills to assess all conditions and the construction site that could <br />impact storm quality and to assess the effectiveness of any sediment and <br />erosion control measures selected to control the quality of storm water dis- <br />charges from the construction activity. <br />(kk)REDEVELOPMENT means the demolition or removal of existing struc- <br />tures or land uses and construction of new ones. <br />(rr) SEDIMENT BARRIER means a sediment control device such as a geotex- <br />tile silt fence, staked silt socks, or a grass filter strip, usually capable of con- <br />29 <br />
