Please substitute for the original. <br />ORDINANCE NO. 36 -14 BY: Anderson, Bullock, <br />Juris, Madigan, Marx, Nowlin, O'Leary. <br />AN ORDINANCE to repeal the existing Chapter 1143, Off - Street Parking, of the Zoning <br />Code of the City of Lakewood and to enact a new Chapter 1143, Parking. <br />WHEREAS, revisions are necessary to the parking code of the city of Lakewood to bring <br />the parking code into alignment with the transportation goals and objectives outlined in the <br />Community Vision; and <br />WHEREAS, the proposed parking code is more user friendly for our residents, more re- <br />sponsive to the needs of Lakewood's smaller local businesses and will more clearly manage the <br />parking expectations for larger redevelopments; and <br />WHEREAS, at its October 2" d meeting the Planning Commission voted unanimously to <br />recommend Council approve changes outlined in this ordinance; and <br />WHEREAS, Article 18, Section 3 of the Constitution of the State of Ohio permits munic- <br />ipalities to exercise all powers of local self - government and to adopt and enforce within their <br />limits such as local police, sanitary and other regulations as are not in conflict with general laws, <br />now therefore, <br />BE IT ORDAINED IN THE CITY OF LAKEWOOD, OHIO: <br />Section 1. 'rChapter 1143, Off - Street Parking, of the Zoning Code of the City of <br />Lakewood, currently reading as follows: <br />CHAPTER 1143 <br />Off -Street Parking <br />L[ili;tlZ ■�I1�1Z9� <br />Off - street parking regulations are established in order to protect residential <br />neighborhoods from on- street parking; to promote the general convenience, wel- <br />fare and prosperity of commercial development; and to relieve congestion so the <br />streets can be utilized more fully for movement of vehicular traffic. <br />1143.02 GENERAL PROVISIONS. <br />(a) For every building hereafter erected or expanded, or where the use is <br />changed or enlarged, there shall be provided off- street parking and loading <br />areas as set forth in this Chapter. <br />(b) No permits shall be issued for any building, improvement or use of land, in- <br />cluding, but not limited to, building permits and certificates of occupancy, <br />until a plot plan is submitted to the Commissioner showing such off - street <br />parking and loading spaces as is hereunder required.
