(e) Parking for all motor vehicles shall be on an improved surface of concrete, asphalt or other materials approved by the Conunissioner. 1143.03 DETERMINATION OF REQUIRED OFF - STREET PARKING SPACES. (a) Where floor area is designed as the standard for deternining parking space requirements, floor area shall be computed on the gross floor area (GFA), in square feet, of all floors of the building, including the exterior walls. (b) Where number of employees is the standard for determining parking space requirements employees shall mean the regular working staff (paid, volun- teer or otherwise) at maximum strength per shift and in full- time - equivalent numbers necessary to operate, maintain or service any given facility or use under normal levels of service. (c) The number of parking spaces required will be computed to the next largest number. (d) In the case of mixed uses or more uses as listed in Section 1143.04, the total parking spaces shall be equal to the requirements of various uses computed separately_. (e) Cumulative parking requirements for mixed -use occupancies may be re- duced upon review and approval by the Commission where it can be deter- mined that the peak requirement of the several occupancies occurs at differ- ent times (either daily or seasonally). 1143.04 USE CATEGORIES. For the sole purpose of calculating parking requirements, uses are defined as fol- lows: (a) Commercial. (1) Car Wash: includes facilities for washing, waxing and cleaning of vehi- cles and vehicle components but expressly prohibiting facilities or equipment for the repair, overhaul or storage of motor vehicles or vehi- cle components. (2) Commercial lodpiiig: includes hotels, motels, motor lodges and motor counts.
